കേരള ഖരമാലിന്യ പരിപാലന പദ്ധതിയുടെ ലോഗോയും വെബ്‌സൈറ്റും പ്രകാശനം ചെയ്തു

തിരുവനന്തപുരം: കേരളത്തിലെ നഗരങ്ങളിലെ മാലിന്യ പരിപാലന സേവനങ്ങൾ ശക്തിപ്പെടുത്തുന്നതിനും ആധുനിക ശാസ്ത്രീയ സംവിധാനങ്ങൾ ഒരുക്കുന്നതിനുമായി ലോക ബാങ്ക്, ഏഷ്യൻ ഇൻഫ്രാസ്ട്രക്ച്ചർ ഇൻവെസ്റ്റ്മെന്റ് ബാങ്ക് (AIIB) എന്നിവയുടെ സാമ്പത്തിക സഹായത്തോടെ തദ്ദേശ സ്വയംഭരണ വകുപ്പ് മുഖേന കേരള സര്‍ക്കാര്‍ നടപ്പിലാക്കുന്ന കേരള ഖരമാലിന്യ പരിപാലന പദ്ധതിയുടെ ലോഗോ തദ്ദേശ സ്വയംഭരണ വകുപ്പ് മന്ത്രി എം.ബി രാജേഷ് പ്രകാശനം ചെയ്തു. പദ്ധതിയുടെ പൂർണവിവരങ്ങളും അറിയിപ്പുകളും അടങ്ങുന്ന ഔദ്യോഗിക വെബ്‌സൈറ്റും മന്ത്രി ലോഞ്ച് ചെയ്തു. ആറു വർഷ കാലയളവിൽ പൂർത്തിയാകുന്ന പദ്ധതിയുടെ അടങ്കൽ തുക 300 മില്യൺ US ഡോളർ ആണ് (ഏകദേശം 2300 കോടി രൂപ).

പുരോഗതിയുടെ ട്രാക്കിൽ ഖരമാലിന്യ പരിപാലന പദ്ധതി

സംസ്ഥാന, ജില്ലാ, നഗരസഭാ തലങ്ങളിൽ പ്രവർത്തിക്കുന്ന ത്രിതല ഭരണ സംവിധാനത്തിലൂടെയാണ് പദ്ധതിയുടെ ഭരണ നിർവഹണം. എല്ലാ തലങ്ങളിലും പ്രസ്തുത യൂണിറ്റുകൾ പൂർണമായി പ്രവർത്തന സജ്ജമായി. ഇതോടൊപ്പം മാലിന്യ പരിപാലനത്തിൽ പ്രാവീണ്യം തെളിയിച്ച വിവിധ ഏജൻസികളുടെയും, സാങ്കേതിക വിദഗ്ധരുടെയും സേവനം എല്ലാ തലങ്ങളിലും ലഭ്യമാക്കും.

ഓരോ നഗരസഭകളിലും പദ്ധതിയുടെ ഭാഗമായി സോളിഡ് വേസ്റ്റ് മാനേജ്‌മെന്റ് എഞ്ചിനീയര്‍മാരുടെ നിയമനം പൂർത്തിയായി. നഗരസഭകളുടെ ഖര മാലിന്യ പരിപാലന പദ്ധതി നടത്തിപ്പിന് മാര്‍ഗനിര്‍ദേശങ്ങള്‍ നല്‍കുകയും, നഗരസഭകളുടെ ഖരമാലിന്യ പരിപാലന പദ്ധതികള്‍ തയാറാക്കുകയും നടപ്പിലാക്കുകയും മേല്‍നോട്ടം വഹിക്കുകയുമാണ് ഇവരുടെ ചുമതല. ഇവരുടെ മേൽനോട്ടത്തിലാണ് പദ്ധതിയുടെ ഭാഗമായി നടപ്പിലാക്കുന്ന അഞ്ചു വര്‍ഷത്തെ ഖര മാലിന്യ പരിപാലന മാസ്റ്റർപ്ലാന് രൂപം നല്‍കുക, ഇതിനു വേണ്ടിയുള്ള വിവരശേഖരണം നഗരസഭകളിൽ ആരംഭിച്ചിട്ടുണ്ട്.

നിലവിൽ നഗരങ്ങൾ നേരിടുന്ന മാലിന്യ പ്രശ്നങ്ങൾക്ക് സമഗ്ര പരിഹാരം കാണുവാനും പദ്ധതിയിലൂടെ സർക്കാർ ലക്ഷ്യമിടുന്നു. ആദ്യ ഘട്ടമായി നിലവിലെ അടിസ്ഥാന സൗകര്യങ്ങൾ ശക്തിപ്പെടുത്തുവാനുള്ള നടപടികൾ പുരോഗമിച്ചു വരികയാണ്. ഇതിനായി 90 നഗരസഭകൾ തയ്യാറാക്കിയ പദ്ധതികൾ ജില്ലാ ആസൂത്രണ സമിതിയുടെ അംഗീകാരം നേടിയിട്ടുണ്ട്. ഈ പദ്ധതികളുടെ പൂർത്തീകരണത്തിനായി ഖരമാലിന്യ പരിപാലന പദ്ധതിയുടെ ഗ്രാന്റ് അധിക വിഹിതമായി നഗരസഭകൾക്ക് നൽകും. ഇതിനു പുറമെ സംസ്ഥാനത്തെ വിവിധ നഗരസഭകളിൽ കണ്ടെത്തിയിട്ടുള്ള മാലിന്യകൂമ്പാരങ്ങൾ നീക്കം ചെയ്യുന്നതിനും പദ്ധതിയിലൂടെ സർക്കാർ ലക്ഷ്യമിടുന്നു. ഇതിനായി വിവിധ ജില്ലകളിലെ 34 പരമ്പരാഗത മാലിന്യ നിക്ഷേപ കേന്ദ്രങ്ങള്‍ കണ്ടെത്തി പ്രാരംഭ നടപടികൾ ആരംഭിച്ചു. ഇവിടങ്ങളിലെ മാലിന്യം വേർതിരിച്ച് സംസ്കരിച്ച് അതതിടങ്ങളിലെ ഭൂമി പുനരുപയോഗ യോഗ്യമാക്കി മാറ്റും. മാലിന്യങ്ങളുടെ സ്വഭാവം ശാസ്ത്രീയ പഠനങ്ങളിലൂടെ മനസിലാക്കിയതിന്റെ അടിസ്ഥാനത്തിലാകും ഈ മാലിന്യങ്ങൾ തരം തിരിച്ചു മാറ്റുന്നതിന് ഏതൊക്കെ മാർഗങ്ങളാണ് അവലംബിക്കേണ്ടതെന്ന് തീരുമാനിക്കുക. ആവാസവ്യവസ്ഥയ്‌ക്കും, പൊതുജനാരോഗ്യത്തിനും യാതൊരു കോട്ടവും സംഭവിക്കാതെ ശാസ്ത്രീയമായിട്ടാകും ഈ പ്രവർത്തനങ്ങൾ ഏകോപിപ്പിക്കുന്നത്. കാലങ്ങളായി ഈ മാലിന്യ നിക്ഷേപ കേന്ദ്രങ്ങളുമായി ബന്ധപ്പെട്ട് ഉണ്ടാകുന്ന പാരിസ്ഥിക-ആരോഗ്യ പ്രശ്നങ്ങൾക്ക് ശാശ്വത പരിഹാരം കാണുകയാണ് ലക്ഷ്യം.

നിലവിലെ വികേന്ദ്രീത മാലിന്യ സംസ്കരണ രീതികൾക്കുള്ള മുൻഗണന തുടരുന്നതോടൊപ്പം, മേഖലാ തലങ്ങളിൽ കേന്ദ്രീകൃത ഖരമാലിന്യ സംസ്കരണ പ്ലാന്റുകളുടെ നിർമ്മാണവും പദ്ധതിയിലൂടെ ഉറപ്പാക്കുന്നുണ്ട്. നിഷ്ക്രിയ മാലിന്യങ്ങളുടെ നിർമ്മാർജ്ജനത്തിനായി സാനിറ്ററി ലാൻഡ്‌ഫിൽ, ജൈവ മാലിന്യപരിപാലന കേന്ദ്രങ്ങൾ,കെട്ടിട നിർമ്മാണ മാലിന്യ സംസ്കരണകേന്ദ്രങ്ങൾ, പുനരുപയോഗ സാധ്യമായ എല്ലാത്തരം ഖരമാലിന്യങ്ങളും വീണ്ടും ഉപയോഗിക്കാവുന്ന തരത്തിലേക്ക് മാറ്റാൻ ഗ്രീൻ ഇൻഡസ്ട്രിയൽ പാർക്ക് (റീസൈക്ലിങ് പാർക്ക്) തുടങ്ങി ഖര മാലിന്യ പരിപാലനത്തിനും സംസ്കരണത്തിനുമായി വിവിധ കേന്ദ്രങ്ങൾ പദ്ധതിയിലൂടെ സാധ്യമാകും. പ്രാരംഭ പ്രവർത്തനങ്ങളുടെ ഭാഗമായി ഓരോ നഗരസഭകളിലെയും ജനസംഖ്യയുടെ അടിസ്ഥാനത്തിൽ 25 വർഷത്തെ മാലിന്യ ഉല്പാദനത്തിന്റെ തോത് കണ്ടെത്തുകയും, ജി ഐ എസ് സാങ്കേതിക വിദ്യ ഉപയോഗിച്ച് 80 മുതൽ 100 കിലോമീറ്റർ വരെ ദൂരത്തിലുള്ള നഗരസഭകളെ ക്ലസ്റ്ററുകളായി തിരിച്ച്, ഓരോ ക്ലസ്റ്ററിലും സാനിറ്ററി ലാൻഡ്‌ഫിൽ സ്ഥാപിക്കുന്നതിന് അനുയോജ്യമായ ഭൂമി കണ്ടെത്തുന്ന പ്രവർത്തനങ്ങളും പുരോഗമിക്കുകയാണ്.

കേരളത്തിലെ 87 മുനിസിപ്പാലിറ്റികളിലും 6 കോർപ്പറേഷനുകളിലും നടപ്പിലാക്കുന്ന പദ്ധതിയിലൂടെ മാലിന്യ പരിപാലനത്തിൽ സമഗ്രമായ മാറ്റം കൊണ്ടുവരാനാണ് സർക്കാർ ലക്ഷ്യമിടുന്നത്.
