സ്‌കൂള്‍, ഉന്നത വിദ്യാഭ്യാസ മേഖലകളില്‍ വന്‍തോതിലുള്ള പരിവര്‍ത്തനങ്ങള്‍ക്കും പരിഷ്‌കാരങ്ങള്‍ക്കും വഴിയൊരുക്കുന്നതാണ് ദേശീയ വിദ്യാഭ്യാസ നയം. ഈ നൂറ്റാണ്ടിലെ ആദ്യ വിദ്യാഭ്യാസ നയമാണിത്. മുപ്പത്തിനാല് വര്‍ഷം പഴക്കമുള്ള, 1986ലെ ദേശീയ വിദ്യാഭ്യാസ നയത്തെ (എന്‍പിഇ) പുനഃസ്ഥാപിക്കുന്നതാണ് പുതിയ നയം. പ്രാപ്യമാകുന്നത്, നീതിയുക്തമായത്, ഗുണമേന്മയുള്ളത്, താങ്ങാനാകുന്നത്, ഉത്തരവാദിത്തമുള്ളത് എന്നീ അടിസ്ഥാനസ്തംഭങ്ങളാല്‍ തയ്യാറാക്കപ്പെട്ട ഈ നയം 2030ലേയ്ക്കുള്ള സുസ്ഥിര വികസന അജന്‍ഡയുമായി ബന്ധപ്പെടുത്തിയിരിക്കുന്നു. 21ാം നൂറ്റാണ്ടിലെ ആവശ്യങ്ങള്‍ക്ക് അനുയോജ്യമായി, ഓരോ വിദ്യാര്‍ത്ഥിയുടെയും അതുല്യമായ കഴിവുകള്‍ പുറത്തെടുക്കുന്നതിനു ലക്ഷ്യമിട്ട്, സ്‌കൂള്‍-കോളേജ് വിദ്യാഭ്യാസത്തെ സമഗ്രവും ബഹുമുഖവും വൈവിധ്യപൂര്‍ണവും ആക്കുന്നതിലൂടെ ഇന്ത്യയെ ഊര്‍സ്വലമായ വിജ്ഞാന സമൂഹമായും ആഗോളതലത്തില്‍തന്നെ വിജ്ഞാനമേഖലയിലെ ശക്തികേന്ദ്രമാക്കി മാറ്റാനും പുതിയ നയം ലക്ഷ്യമിടുന്നു.
പക്ഷേ കേരളം പോലുള്ള സമൂഹത്തിൽ തീർത്തും വ്യത്യസ്ഥമായ ചർച്ചകളാണ് നടക്കുന്നത്. ദേശീയ വിദ്യാഭ്യാസ നയത്തിലൂടെ വിഭാവനം ചെയ്യുന്നത് വിദ്യാഭ്യാസത്തിന് ഘടനാ മാറ്റത്തെ കുറിച്ചാണ് പുതിയ വിദ്യാഭ്യാസ നയത്തിൻ്റെ അന്തിമ വിഞ്ജാപനത്തിന് മുന്നേ തന്നെ പലതവണ സംസ്ഥാനങ്ങളുമായി പലതവണ ചർച്ച നടത്തിയിരുന്നു കേരളമടക്കുള്ള ചില സംസ്ഥാനങ്ങളിലെ വിദ്യഭ്യാസ വിദ്ഗദരുമായി ഒന്നിലേറെ തവണ ചർച്ച നടത്തിയിരുന്നു രാജ്യത്തെ ബദൽ വിദ്യാഭ്യാസ മേഖലയിലെ വിദ്ഗദരുമായും ഒന്നിലേറെ തവണ ചർച്ചകൾ നടത്തുകയും നിർദ്ദേശങ്ങൾ സ്വീകരിക്കുകയും ചെയ്തിരുന്നു
സ്‌കൂള്‍ വിദ്യാഭ്യാസം
സ്‌കൂള്‍ വിദ്യാഭ്യാസത്തിന്റെ എല്ലാ തലങ്ങളിലും സാര്‍വത്രിക പ്രവേശനം ഉറപ്പാക്കുന്നു
പ്രീ-സ്‌കൂള്‍തലം മുതല്‍ സെക്കന്‍ഡറിതലം വരെ വിദ്യാഭ്യാസത്തിന് സാര്‍വത്രിക പ്രവേശനം ഉറപ്പാക്കുന്നതിന് എന്‍ഇപി 2020 ഊന്നല്‍ നല്‍കുന്നു. അടിസ്ഥാനസൗകര്യങ്ങളില്‍ സഹായം, കൊഴിഞ്ഞുപോയ കുട്ടികളെ മുഖ്യധാരയിലേക്ക് കൊണ്ടുവരുന്നതിനുള്ള നൂതന വിദ്യാഭ്യാസ കേന്ദ്രങ്ങള്‍, വിദ്യാര്‍ത്ഥികളെയും അവരുടെ പഠന നിലവാരത്തെയും പ്രത്യേകം പരിശോധിക്കല്‍, ഔപചാരികവും അനൗപചാരികവുമായ പഠനപദ്ധതികള്‍ ഉള്‍പ്പെടുന്ന അറിവിന്റെ ലോകത്തേയ്ക്ക് ഒന്നിലധികം പാതകള്‍ വെട്ടിത്തുറക്കല്‍, സ്‌കൂളുകളില്‍ കൗണ്‍സിലര്‍മാരുടെയും മികച്ച പരിശീലനം നേടിയ സാമൂഹ്യപ്രവര്‍ത്തകരുടെയും സഹകരണം, എന്‍ഐഒഎസിലൂടെയും സ്റ്റേറ്റ് ഓപ്പണ്‍ സ്‌കൂളുകളിലൂടെയും 3,5,8 ക്ലാസുകള്‍ക്കായുള്ള തുറന്ന വിദ്യാഭ്യാസം, പത്താം തരത്തിനും പന്ത്രണ്ടാം തരത്തിനും തുല്യമായ സെക്കന്‍ഡറി വിദ്യാഭ്യാസ പരിപാടികള്‍, തൊഴിലധിഷ്ഠിത കോഴ്‌സുകള്‍, മുതിര്‍ന്നവരുടെ സാക്ഷരത, ജീവിതം പരിപോഷിപ്പിക്കുന്നതിനുള്ള പരിപാടികള്‍ എന്നിവയാണ് ഇതിനായുള്ള നിര്‍ദിഷ്ട മാര്‍ഗങ്ങള്‍. എന്‍ഇപി 2020 ഏകദേശം 2 കോടി സ്‌കൂള്‍ കുട്ടികളെ മുഖ്യധാരയിലേയ്ക്കു തിരികെ കൊണ്ടുവരും.
പുത്തന്‍ പാഠ്യപദ്ധതിയും ബോധനശാസ്ത്ര ഘടനയും ഉള്‍പ്പെടുന്ന ശിശു പരിപാലനവും വിദ്യാഭ്യാസവും
ശിശുപരിപാലനത്തിനും വിദ്യാഭ്യാസത്തിനും ഊന്നല്‍നല്‍കി, സ്‌കൂള്‍ പാഠ്യപദ്ധതിയില്‍ നിലവിലെ 10 + 2 ഘടന ഒഴിവാക്കി പകരം, യഥാക്രമം 3-8, 8-11, 11-14, 14-18 വയസ്സുള്ള കുട്ടികള്‍ക്കായി 5 + 3 + 3 + 4 എന്ന രീതിയില്‍ പാഠ്യപദ്ധതി ക്രമീകരിക്കണം. ഇത് ഇതുവരെ സ്‌കൂള്‍ പാഠ്യപദ്ധതിയുടെ ഭാഗമാകാത്ത 3-6 പ്രായപരിധിയിലുള്ള കുട്ടികളെയും ഉള്‍പ്പെടുത്തും. ഒരു കുട്ടിയുടെ മാനസിക കഴിവുകള്‍ വികസിപ്പിക്കുന്നതിനുള്ള നിര്‍ണായക ഘട്ടമായി ആഗോളതലത്തില്‍ അംഗീകരിക്കപ്പെട്ടിട്ടുള്ള പ്രായപരിധിയാണിത്. പുതിയ സംവിധാനത്തില്‍ 12 വര്‍ഷത്തെ സ്‌കൂള്‍ വിദ്യാഭ്യാസത്തിനു പുറമെ മൂന്നുവര്‍ഷത്തെ അങ്കണവാടി/ പ്രീ സ്‌കൂള്‍ വിദ്യാഭ്യാസവും ഉണ്ടായിരിക്കും.
എട്ടുവയസ്സുവരെയുള്ള കുട്ടികള്‍ക്കായി എന്‍സിഇആര്‍ടി, ശിശു പരിപാലനത്തിനും വിദ്യാഭ്യാസത്തിനുമായി ദേശീയ പാഠ്യപദ്ധതിയും ബോധനശാസ്ത്ര ചട്ടക്കൂടും (എന്‍സിപിഎഫ്ഇസിസിഇ) വികസിപ്പിക്കും. അങ്കണവാടികള്‍, പ്രീ-സ്‌കൂളുകള്‍ എന്നിവയുള്‍പ്പെടെ വിപുലവും കരുത്താര്‍ജിച്ചതുമായ സ്ഥാപനങ്ങളിലൂടെ ഇസിസിഇ അവതരിപ്പിക്കും. കാലേക്കൂട്ടിയുള്ള ശിശുപരിപാലനവും വിദ്യാഭ്യാസവും (ഇസിസിഇ) എന്ന ബോധനശാസ്ത്രത്തിലും പാഠ്യപദ്ധതിയിലും പരിശീലനം നേടിയ അധ്യാപകരെയും അങ്കണവാടി പ്രവര്‍ത്തകരെയും സജ്ജമാക്കും. ഇസിസിഇയുടെ ആസൂത്രണവും നടപ്പാക്കലും എച്ച്ആര്‍ഡി, വനിതാ-ശിശുക്ഷേമ (ഡബ്ല്യുസിഡി), ആരോഗ്യ-കുടുംബക്ഷേമ (എച്ച്എഫ്ഡബ്ല്യു), ഗിരിവര്‍ഗകാര്യ മന്ത്രാലയങ്ങള്‍ സംയുക്തമായി കൈകാര്യം ചെയ്യും.
അടിസ്ഥാനസൗകര്യങ്ങള്‍ സാമാജിക് ചേതനാ കേന്ദ്രങ്ങളായും ഉപയോഗിക്കാം.
കൂടുതൽ എണ്ണത്തിലുള്ള അധ്യാപക നിയമനവും അധ്യാപകരുടെ തൊഴിൽ പാതയുടെ വിന്യാസവും
സുതാര്യമായ പ്രക്രിയകളിലൂടെ കൂടുതൽ എണ്ണത്തിൽ അധ്യാപകരെ നിയമിക്കും. പൂർണ്ണമായും യോഗ്യത മാനദണ്ഡമാക്കി ബഹുമുഖവും കാലികവും ആയ പ്രകടന വിലയിരുത്തൽ രീതികൾ അവലംബിച്ച് വിദ്യാഭ്യാസ മേഖലയിലെ ഭരണകർത്താക്കളോ അധ്യാപക പരിശീലനം നല്കുന്നവരോ ആയി മാറുന്ന തരത്തിൽ ആയിരിക്കും അധ്യാപക തൊഴിൽ പാതയുടെ വിന്യാസം. അധ്യാപക വിദ്യാഭ്യാസത്തിനായുള്ള ദേശീയ കൗൺസിൽ 2022 ഓടെ അധ്യാപകർക്ക് ദേശീയതലത്തിൽ ഒരു പൊതു പ്രൊഫഷണൽ മാനദണ്ഡം (എൻ.പി.എസ്.റ്റി.) വികസിപ്പിക്കും.
സ്കൂൾ ഭരണം
സ്കൂളുകളെ ഭരണത്തിന്റെ അടിസ്ഥാന യൂണിറ്റുകളായ കോംപ്ലക്സുകളായോ ക്ലസ്റ്ററുകളായോ ക്രമീകരിക്കാം. ആവശ്യമായ എല്ലാ വിഭവങ്ങളുടെയും ലഭ്യത ഉറപ്പാക്കുകയും ചെയ്യും.
സ്കൂൾ വിദ്യാഭ്യാസത്തിനുള്ള അടിസ്ഥാന മാനദണ്ഡങ്ങളുടെ ക്രമീകരണവും ഔദ്യോഗിക അംഗീകാരവും
നയരൂപീകരണം, നിയന്ത്രണം, പ്രവർത്തനങ്ങൾ, അക്കാദമിക് കാര്യങ്ങൾ എന്നിവയ്ക്കായി വ്യക്തവും വേറിട്ടതുമായ സംവിധാനങ്ങൾ ദേശീയ വിദ്യാഭ്യാസ നയം -2020 വിഭാവനം ചെയ്യുന്നു. സംസ്ഥാനങ്ങളും കേന്ദ്ര ഭരണ പ്രദേശങ്ങളും സ്വതന്ത്രമായ സ്റ്റേറ്റ് സ്കൂൾ സ്റ്റാൻഡേർഡ് അതോറിറ്റി (എസ്.എസ്.എസ്.എ) സ്ഥാപിക്കും.
നിയന്ത്രണം
മെഡിക്കൽ-നിയമ വിദ്യാഭ്യാസം ഒഴികെയുള്ള മുഴുവൻ ഉന്നതവിദ്യാഭ്യാസവും ഒരൊറ്റ കുടക്കീഴിലാക്കി ഹയർ എഡ്യൂക്കേഷൻ കമ്മീഷൻ ഓഫ് ഇന്ത്യ (എച്ച്.ഇ.സി.ഐ) രൂപീകരിക്കും.
നിയന്ത്രണത്തിനായി ദേശീയ ഉന്നത വിദ്യാഭ്യാസ റെഗുലേറ്ററി കൗൺസിൽ (എൻ.എച്ച്. ഇ.ആർ.സി.), നിലവാരത്തിന്റെ ക്രമീകരണത്തിനായി പൊതുവിദ്യാഭ്യാസ കൗൺസിൽ (ജി.ഇ.സി.), ധനസഹായത്തിനായി ഉന്നത വിദ്യാഭ്യാസ ഗ്രാന്റ് കൗൺസിൽ (എച്ച്.ഇ.ജി.സി), അക്രഡിറ്റേഷനായി നാഷണൽ അക്രഡിറ്റേഷൻ കൗൺസിൽ (എൻ.എ.സി.) എന്നിങ്ങനെ നാല് സ്വതന്ത്ര വിഭാഗങ്ങൾ ഉണ്ടാകും. പൂർണ്ണമായും സാങ്കേതികവിദ്യയിലധിഷ്ഠിതമായി എച്ച്.ഇ.സി.ഐ. പ്രവർത്തിക്കും. മാനദണ്ഡങ്ങൾക്ക് പാലിക്കാത്ത എച്ച്.ഇ.ഐ.കൾക്ക് പിഴ ചുമത്താനുള്ള അധികാരങ്ങൾ എച്ച്.ഇ.സി.ഐ.ക്ക് ഉണ്ടായിരിക്കും. പൊതു-സ്വകാര്യ ഉന്നത വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളുടെ നിയന്ത്രണ, അക്രഡിറ്റേഷൻ-അക്കാദമിക് മാനദണ്ഡങ്ങൾ ഒന്ന് തന്നെയായിരിക്കും.
യുക്തിസഹമായ സ്ഥാപന വ്യവസ്ഥ
ഉന്നത വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളെ ഉന്നത നിലവാരമുള്ള അധ്യാപനം, ഗവേഷണം, സാമൂഹിക ഇടപഴകൽ എന്നിവയുള്ള മികച്ച റിസോഴ്‌സ് അധിഷ്ഠിത, മൾട്ടി ഡിസിപ്ലിനറി സ്ഥാപനങ്ങളാക്കി മാറ്റും. സർവകലാശാലയുടെ നിർവചനത്തിൽ ഗവേഷണ പ്രധാനമായതും അദ്ധ്യയന പ്രധാനമായതും ആയ സർവ്വകലാശാലകൾ, ബിരുദം നൽകുന്ന സ്വയംഭരണാധികാരമുള്ള കോളേജുകൾ എന്നിങ്ങനെയുള്ള സ്ഥാപനങ്ങളെ ഉൾക്കൊള്ളിക്കും.
കോളേജുകളുടെ അഫിലിയേഷൻ 15 വർഷത്തിനുള്ളിൽ ഘട്ടംഘട്ടമായി അവസാനിപ്പിക്കുകയും കോളേജുകൾക്ക് ശ്രേണി അടിസ്ഥാനമാക്കി സ്വയംഭരണാവകാശം നൽകുന്നതിന് ഘട്ടം തിരിച്ചുള്ള സംവിധാനം ഏർപ്പെടുത്തുകയും വേണം. ഒരു നിശ്ചിത കാലയളവിൽ, ഓരോ കോളേജും ഒന്നുകിൽ സ്വയംഭരണ ബിരുദം നൽകുന്ന കോളേജ് അല്ലെങ്കിൽ ഒരു സർവ്വകലാശാലയുടെ ഒരു ഘടക കോളേജ് ആയി വികസിക്കണമെന്നാണ് വിഭാവനം ചെയ്തിരിക്കുന്നത്.
പ്രചോദനകരം, ഊർജ്ജസ്വലം, യോഗ്യരായ ഫാക്കൽറ്റി
എൻഇപി ശുപാർശ ചെയ്യുന്നത് കൃത്യമായി നിർവചിക്കപ്പെട്ടതും, സ്വതന്ത്രമായ, സുതാര്യമായ നിയമനം, പാഠ്യപദ്ധതി/ബോധനശാസ്‌ത്രം എന്നിവ രൂപകൽപ്പന ചെയ്യാനുള്ള സ്വാതന്ത്ര്യം, മികവിനുള്ള പ്രോത്സാഹനം, സ്ഥാപനത്തെ നയിക്കാനുള്ള പാത തുറന്നുനൽകുക എന്നിവയാണ്.
അധ്യാപന വിദ്യാഭ്യാസം
അധ്യാപന വിദ്യാഭ്യാസത്തിനായുള്ള നവീനവും സമഗ്രവുമായ ഒരു ദേശീയ പാഠ്യപദ്ധതി ചട്ടക്കൂടായ എൻ‌സിഎഫ്‌ടി‌ഇ 2021, എൻ‌സി‌ഇ‌ആർ‌ടിയുമായി കൂടിയാലോചിച്ച് എൻ‌സി‌ടി‌ഇ രൂപീകരിക്കും. 2030 ആകുമ്പോഴേക്കും അധ്യാപനത്തിനുള്ള ഏറ്റവും കുറഞ്ഞ ഡിഗ്രി യോഗ്യത 4 വർഷത്തെ സംയോജിത ബി എഡ് ഡിഗ്രിയാക്കും.
മെന്ററിംഗ് മിഷൻ
മെന്ററിംഗിനായി ഒരു ദേശീയ മിഷൻ സ്ഥാപിക്കും. യൂണിവേഴ്സിറ്റി/കോളേജ് അദ്ധ്യാപകർക്ക് ഹ്രസ്വ–- ദീർഘകാല മെന്ററിംഗ്/പ്രൊഫഷണൽ പരിശീലനം നൽകാൻ സന്നദ്ധരായ സീനിയർ/റിട്ടയേർഡ് ഫാക്കൽറ്റികളുടെ ഒരു പൂൾ സജ്ജമാക്കും.
വിദ്യാർത്ഥികൾക്ക് സാമ്പത്തിക പിന്തുണ
എസ്‌സി, എസ്ടി, ഒബിസി, മറ്റ് എസ്.ഇ.ഡി.ജികൾ വിഭാഗം വിദ്യാർത്ഥികളുടെ കഴിവുകൾ പ്രോത്സാഹിപ്പിക്കുന്നതിന് പ്രേരിപ്പിക്കും. സ്കോളർഷിപ്പ് ലഭിക്കുന്ന വിദ്യാർത്ഥികളെ പിന്തുണയ്‌ക്കൽ, വികസനം, പുരോഗതി എന്നിവ കണ്ടെത്തി പരിശോധിക്കുന്നതിന്‌ നാഷനൽ സ്കോളർഷിപ്പ് പോർട്ടൽ വിപുലീകരിക്കും. വിദ്യാർത്ഥികൾക്ക് കൂടുതൽ സ്കോളർഷിപ്പുകൾ നൽകാൻ സ്വകാര്യ എച്ച്ഇഐകളെ പ്രോത്സാഹിപ്പിക്കും.

ഒരു സ്വയംഭരണ സംവിധാനമായി നാഷണൽ എജ്യുക്കേഷണൽ ടെക്നോളജി ഫോറം (എൻഇടിഎഫ്‌) രൂപീകരിക്കും. പഠനം, വിലയിരുത്തൽ, ആസൂത്രണം, ഭരണം എന്നിവ മെച്ചപ്പെടുത്തുന്നതിനായി സാങ്കേതികവിദ്യയുടെ ഉപയോഗത്തെക്കുറിച്ചുള്ള ആശയങ്ങൾ കൈമാറുന്നതിനായാണ്‌ ഇത് സൃഷ്‌ടിക്കുന്നത്‌.
ഇന്ത്യൻ ഭാഷകളുടെ പ്രോൽസാഹനം
എല്ലാ ഇന്ത്യൻ ഭാഷകളുടെയും സംരക്ഷണം, വികസനം, ഊര്‍ജ്ജസ്വലത എന്നിവ ഉറപ്പുവരുത്തുന്നതിന്‌ ഇന്ത്യൻ ഇൻസ്റ്റിറ്റ്യൂട്ട് ഓഫ് ട്രാൻസ്‌ലേഷൻ ആൻഡ് ഇന്റർപ്രെട്ടേഷൻ (ഐഐടിഐ), നാഷണൽ ഇൻസ്റ്റിറ്റ്യൂട്ട് (ഇൻസ്റ്റിറ്റ്യൂട്ടുകൾ) പാലി, പേർഷ്യൻ, പ്രാകൃത്‌ എന്നിവയ്‌ക്കായും സംസ്കൃതം ശാക്‌തീകരണത്തിനും എച്ച്ഇഐകളിലെ ഭാഷാ വകുപ്പുകൾ എന്നിവ ശക്തിപ്പെടുത്തുന്നതിനായും എൻഇപി ശുപാർശ ചെയ്യുന്നു. കൂടാതെ കൂടുതൽ എച്ച്‌ഇഐ പ്രോഗ്രാമുകളിൽ മാതൃഭാഷ/പ്രാദേശിക ഭാഷ ഒരു ശിക്ഷണ മാധ്യമമായി ഉപയോഗിക്കുകയും വേണം. സ്ഥാപന തല സഹകരണത്തിലൂടെയും,
