ചരിത്രം ഒരു ഓർമ്മ പുസ്തകം തന്നെയാണ്
സർക്കാരിനെതിരെ സമരം ചെയ്ത ഗർഭി ണിയായ മുക്കുവ സ്ത്രീ ഉൾപെടെ 15 പേരെ വെടിവച്ച് കൊന്ന ആദ്യ EMS സർ ക്കാർ. ചരിത്രത്തിന്റെ താളുകളിൽ മൂടിവച്ച കേരള ജനത മറന്ന ആ മഹാ രഹസ്യം.
കൂടാതെ ഇന്ത്യയിൽ ആദ്യത്തെ അഴിമതി നടത്തിയ തും നമ്മുടെ ഈ കൊച്ചു കേരളത്തിന്റെ
ആദ്യ കമ്യൂണിസ്റ്റ് സർക്കാർ ആയിരുന്നു.
1957 ലെ ആന്ധ്രാ അരി കുംഭകോണം….
1956ലെ വേനൽക്കാലം മുതൽ തന്നെ അഖി ലേന്ത്യാടിസ്ഥാനത്തിൽ അരിയുടെ വില മുമ്പെങ്ങുമില്ലാത്ത വിധത്തിൽ കുതിച്ചുകയറാൻ തുടങ്ങി. 1956 ജൂണിൽ തിരുവനന്തപുരം നഗരത്തിലും രണ്ടുമാസ ത്തിനുള്ളിൽ മറ്റു ജില്ലകളിലും ന്യായവിലഷോ പ്പുകൾ തുടങ്ങിവെച്ചുകൊണ്ടാണു് ഈ വിലവർദ്ധനവിനെ നേരിടാൻ മുൻസർക്കാർ നടപടികളാരംഭിച്ചതു്.
എന്നാൽ ഇ.എം.എസ്. മന്ത്രിസഭ അധികാരം ഏറ്റെടുത്ത സമയത്തു് അരിക്ഷാമവും വിലക്കയറ്റവും നിയന്ത്രണാ തീതമായിത്തുടങ്ങി. ആവശ്യത്തിനു് അരി കിട്ടാനില്ലാതായതോടെ ന്യായവിലഷോപ്പു കളിലൂടെയുള്ള അരിവിതരണം നിലച്ചു. മറ്റു കടകളിൽ മുമ്പെങ്ങുമില്ലാത്ത വിധം അരിവില വർദ്ധിച്ചു.
“അരിയെവിടെ? തുണിയെവിടെ? പറയൂ പറയൂ നമ്പൂരീ”
എന്നായിരുന്നു അക്കാലത്തു് പ്രചരിച്ചുവന്ന ഒരു മുദ്രാവാക്യം. അരിക്ഷാമം മൂലമുണ്ടായ ഭക്ഷ്യപ്രതിസന്ധി പരിഹരിക്കാൻ മക്കെറോ ണിയുടെ ഉപയോഗം പ്രചരിപ്പിക്കുക എന്നതാ യിരുന്നു ഒരു താൽക്കാലിക പോംവഴിയായി ഭക്ഷ്യമന്ത്രി കെ.സി. ജോർജ്ജ് നിർദ്ദേശിച്ചത്.
(ജനങ്ങൾക്ക് മുട്ടയും പാലും കഴിച്ചു കൂടെ എന്ന് മന്ത്രി സ.ദിവാകരൻ ചോദിച്ചത് പോലെ ) എന്നാലത് ജനങ്ങൾ പുശ്ചിച്ചു തള്ളി.
അങ്ങനെ ലോകസഭാംഗമായിരുന്ന എ.കെ. ഗോപാലന്റെനിർദ്ദേശപ്രകാരം, പ്രതിസന്ധി മറികടക്കാൻ 5000 ടൺ അരി നേരിട്ട് അരി ഇറക്കുമതി ചെയ്യാനും ന്യായവിലഷോപ്പു കളിലൂടെ അതു വിതരണം ചെയ്യാനും തീരുമാനിച്ചു. മദ്രാസ്സിലുള്ള ഒരു മൊത്തവ്യാപാര സ്ഥാപനമായ “മെസ്സേഴ്സ് ടി. ശ്രീരാമുലു, പി. സൂര്യനാരായണ & കൊ.” എന്ന സ്ഥാപനവുമായി ഭക്ഷ്യവകുപ്പ് ഉടനടി കരാറിലെത്തി.
നിയമാനുസൃതം പതിവുള്ളതു പോലെ ദർഘാസ് ടെണ്ടർ വിളിക്കാനോ കുറഞ്ഞ വിലയ്ക്കു് കരാർ ഉറപ്പിക്കാനോ കാത്തുനിൽക്കാതെയാണു് ഈ ഇടപാട് തീർച്ചപ്പെടുത്തിയതു്.
ഈ കച്ചവടത്തിന്റെ ആദ്യഗഡു 1957 സെപ് റ്റംബറിൽ കേരളത്തിൽ എത്തിച്ചേർന്നു. ഉടൻതന്നെ വ്യാപകമായ അഴിമതിയാരോ പണങ്ങൾ ഉയർന്നു. മദ്രാസ്സിലെ ഏജന്റായ കമ്പനിയുടെ മാനേജർ ഒരു മുൻകമ്യൂണിസ്റ്റ് പ്രവർത്തകനായിരുന്നുവെന്നും കരാറിലെ നിബന്ധനകൾ അയാൾക്കു് ഗുണകരമായി എഴുതിയവയാണെന്നും ചൂണ്ടിക്കാണി ക്കപ്പെട്ടു. വിപണിവിലയേക്കാൾ കൂടിയ നിരക്കിലാണു് കരാർ ഉറപ്പിച്ചതെന്നു് പ്രതിപക്ഷം കണ്ടെത്തി.. ആന്ധ്രയിലെ കമ്യൂണിസ്റ്റ് പാർട്ടി ഘടകത്തിനു് തെരഞ്ഞെടുപ്പു ചെലവിന്റെ കടങ്ങൾ വീട്ടാൻ കൈക്കൂലിയായാണു് ഈ അധികത്തുക ചെലവിട്ടതെന്നു് കോൺഗ്രസ്സ് ആരോപിച്ചു. തുടക്കത്തിൽ 1.6 ലക്ഷം രൂപയെന്നും പിന്നീട് 16.5 ലക്ഷം എന്നും ഈ തുക വിലയിരുത്ത പ്പെട്ടു. കോൺഗ്രസ്സ് എം.എൽ.എ.യായിരുന്ന ടി.ഓ. ബാവ നിയമസഭയിൽ കരാറിന്റെ വിശദാംശങ്ങൾ സഹിതം മന്ത്രിസഭയെ വെല്ലുവിളിച്ചു.
മലയാളം പത്രങ്ങൾ ഈ അഴിമതിവാർത്ത വമ്പിച്ച പ്രാധാന്യത്തോടെ കൊണ്ടാടി. മനോരമ, മാതൃഭൂമി, ദീപിക എന്നീ പത്രങ്ങൾ ഒരു വശത്തും ദേശാഭിമാനി, ജനയുഗം എന്നിവ മറുവശത്തും അണിനിരന്നുകൊണ്ടു് ഒരു മാദ്ധ്യമയുദ്ധം തന്നെ പൊട്ടിപ്പുറപ്പെട്ടു. 1958 ഫെബ്രുവരി 12നു് ഇറങ്ങിയ മനോരമയിൽ “ആന്ധ്ര അരി കുംഭകോണം” എന്ന വമ്പൻ തലക്കെട്ടിൽ ഒരു വാർത്ത പ്രത്യക്ഷപ്പെട്ടു. വമ്പിച്ച പ്രതിഷേധത്തെ ത്തുടർന്ന് ഹൈക്കോടതി ന്യായാധിപനാ യിരുന്ന ജസ്റ്റിസ് രാമൻനായർ കമ്മീഷൻ ഈ ഇടപാട് അന്വേഷിക്കാൻ തുടങ്ങി. ഈ അരി ഇടപാടിൽ സംസ്ഥാനത്തിനു ഭയങ്കരമായ നഷ്ടം നേരിട്ടു എന്ന് കമ്മീഷൻ റിപ്പോർട്ട് സമർപ്പിച്ചുവെങ്കിലും, ഈ റിപ്പോർട്ട് സർക്കാർ തള്ളിക്കളയുകയായിരുന്നു. (ഇന്ന് നടക്കുന്ന
തന്റെ തനിയാവർത്തനം).
വീണ്ടും രണ്ടാമതൊരു അന്വേഷണത്തിന്
സ. EMS ഉത്തരവിട്ടു..ഹൈക്കോടതി ജഡ്ജിയായ ജസ്റ്റീസ് പി.ടി. രാമൻ നായർ 1958 മേയ് 12നു് അന്വേഷണക്കമ്മീഷനായി നിയമിക്കപ്പെട്ടു. 1959 ഫെബ്രുവരി 13നു് കമ്മീഷൻ അന്വേഷണറിപ്പോർട്ട് സർക്കാരിനു് സമർപ്പിച്ചു. ദീർഘമായ റിപ്പോർട്ടിന്റെ അനുമാനങ്ങൾ ഇവയായിരുന്നു:
1. അരിക്കച്ചവടക്കരാറിൽ ന്യായമായും സംശയത്തിനിട നൽകുന്ന പഴുതുകളുണ്ടു്.
2. ഈ ഇടപാടിൽ ഒഴിവാക്കാമായിരുന്ന നഷ്ടം ഒരു ലക്ഷത്തിലേറെ രൂപ വരും
3. സംസ്ഥാനത്തെ ഭക്ഷ്യദൗർലഭ്യത്തെ സംബ ന്ധിച്ചിടത്തോളം മദ്രാസ് കമ്പനിയുമായി നടത്തിയ ഇടപാട് ന്യായീകരിക്കത്തക്കതല്ല.
4. ദർഘാസുകൾ വിളിക്കാതെ ഇടപാടു നടത്തിയതും ഭക്ഷ്യപ്രതിസന്ധിയുടെ നിർണ്ണാ യകഘട്ടം അതിനുമുമ്പേ കടന്നുപോയതും ഒഴിവാക്കാനാവുമായിരുന്ന നഷ്ടം വരുത്തി വെച്ചതും കമ്മീഷൻ ചൂണ്ടിക്കാണിച്ചു.
മാർച്ച് 19നു് ആന്ധ്രാ അരിക്കേസ് അന്വേഷ ണറിപ്പോർട്ട് നിയമസഭയുടെ മേശപ്പുറത്തു വെച്ചു. തുടർന്നുള്ള ദിവസങ്ങളിൽ പത്രങ്ങ ളും പ്രതിപക്ഷവും സർക്കാരിനെതിരെ പൂർവ്വാധികം ശക്തിയായി സംസാരിച്ചു തുടങ്ങി. ജനാധിപത്യത്തെ ബഹുമാനി ക്കുവാനും രാജിവെച്ചൊഴിയുവാനും എല്ലാ പത്രങ്ങളും എഴുതി.
എന്നാൽ സർക്കാർ ഈ ആവശ്യങ്ങളെ നേരി ട്ടതു് തികഞ്ഞ നിഷേധഭാവത്തോടും നിസ്സം ഗതയോടും കൂടിയായിരുന്നു. കമ്മീഷൻ റിപ്പോർട്ടിനെ അവർ നിരാകരിക്കുകയും നിസ്സാരവൽക്കരിക്കുകയും ചെയ്തു. പലപ്പോഴും കമ്മീഷനെത്തന്നെ അവർ പരിഹസിച്ചു. നിയമജ്ഞനായ മന്ത്രി വി. ആർ. കൃഷ്ണയ്യർ കമ്മീഷൻ റിപ്പോർട്ടിനെ നിഷേധിച്ചുകൊണ്ടു് മന്ത്രിസഭയെ നിയമവ്യാ ഖ്യാനങ്ങളിലൂടെ ന്യായീകരിക്കുവാൻ ശ്രമിച്ചുകൊണ്ടിരുന്നു.(ഇന്നത്തെ ക്യാപ്സകൾ)
ഇതോടെ കോൺഗ്രസ്സും മുസ്ലീം ലീഗും പി.എസ്.പി.യും സംയുക്തമായി ഒരു യോഗം ചേർന്നു. ഏപ്രിൽ 15 അഴിമതി വിരുദ്ധദി നമായി ആചരിക്കാൻ യോഗം ആഹ്വാനം ചെയ്തു. 1959 ഏപ്രിൽ 6-ആം തീയതി നിയമസഭ ചേർന്നപ്പോൾ പ്രതിപക്ഷകക്ഷി കൾ ഒന്നടങ്കം ഇറങ്ങിപ്പോക്കു നടത്തി.
ഇനി ഒരു കാര്യം കൂടി പറഞ്ഞോട്ടെ..
1956 നവമ്പർ 22നു് ഡോ. ബി. രാമകൃഷ്ണ റാവു കേരളത്തിന്റെ ആദ്യത്തെ ഗവർണ്ണർ ആയി നിയമിതനായി. തുടർന്നുള്ള മൂന്നുമാ സം കേരളത്തെ സംബന്ധിച്ചിടത്തോളം അതിന്റെ ആദ്യ പൊതുതെരഞ്ഞെടുപ്പിനുള്ള തയ്യാറെടുപ്പുകളായിരുന്നു. 1957 ഫെബ്രുവരി 28നു തുടങ്ങി മാർച്ച് 11 നു് ഈ തെരഞ്ഞെ ടുപ്പ് സമാപിച്ചു. നിയമസഭാ തെരഞ്ഞെ ടുപ്പിനോടൊപ്പം സ്വതന്ത്ര ഇന്ത്യയിൽ പാർല മെന്റിലേക്കു നടന്ന രണ്ടാമത്തെ പൊതുതെ രഞ്ഞെടുപ്പു കൂടിയായിരുന്നു ഇതു്.
89,13,247 ആളുകൾക്കു വോട്ടവകാ ശമുണ്ടായിരുന്ന ഈ തെരഞ്ഞെടുപ്പിൽ 58,37,577 (65.49 %) ആളുകൾ സമ്മതിദാനാവകാശം വിനിയോഗിച്ചു. അതിൽ കമ്യൂണിസ്റ്റ് പാർട്ടിയുടെ സ്ഥാനാർത്ഥികൾ 34.98% (ഏകദേശം 17.5 ലക്ഷം)വോട്ടുകൾ നേടി രണ്ടാം സ്ഥാനത്ത് എത്തി .. എന്നാൽ കോൺഗ്രസ്സ് അടങ്ങുന്ന കക്ഷികൾക്കാണ്ട് 35.6% വോട്ട് കിട്ടി അവർ ഒന്നാം സ്ഥാനത്ത് വന്നു എങ്കിലും ജയിച്ച സീറ്റുകളുടെ എണ്ണത്തിൽ അവർ ഒന്നാമത്തെ വലിയ കക്ഷിയായി. (കമ്യൂണിസ്റ്റ് പിന്തുണയുള്ള 5 സ്വതന്ത്രരടക്കം 65 പേരാണു് അവരുടെ ഭാഗത്തുണ്ടായിരുന്നതു്. 126 സീറ്റുകളിൽ കോൺഗ്രസ്സിനു് 43, പി.എസ്.പി.യ്ക്കു് 9, മുസ്ലീം ലീഗിനു് 8, സ്വതന്ത്രൻ 1 എന്നിങ്ങനെയായിരുന്നു കക്ഷിനില.) തങ്ങളുടെ പിന്തുണയോടെ ജയിച്ച സ്വതന്ത്രരെക്കൂടി കൂട്ടി കമ്യൂണിസ്റ്റ് പാർട്ടിയ്ക്കു് നിയമസഭയിൽ നേരിയ ഭൂരിപക്ഷം കൈവരിക്കാൻ സാദ്ധ്യമായി.
ഇനി കാര്യത്തിലേയ്ക്ക് വരാം…
സെൽഭരണവും ( സ്വന്തമായി കോടതിയും പോലീസും ചമഞ്ഞ് ജനങ്ങളെ പാർട്ടിയുടെ ജയിലിൽ ഇടുക) അഴിമതിയും ചോദ്യം ചെയ്ത ജനങ്ങൾ തെരുവിലേയ്ക്കിറങ്ങി ..
രാഷ്ട്രീയ സംഘർഷങ്ങൾ പതിവായി. പാർട്ടിയെ എതിർത്ത പലരും കൊല്ലപ്പെട്ടു. അണികളെ നിയന്ത്രിക്കുന്നതിൽ നേതൃത്ത്വം പരാജയപ്പെട്ടു. ആദ്യ കൊലപാതകങ്ങൾ അലപ്പുഴയിലാണ് അരങ്ങേറിയത്. തൃശൂർ വരന്തരപ്പിള്ളിയിൽ 1958 ജൂലൈ 26ന് കോൺഗ്രസ് കമ്യൂണിസ്റ്റ് പ്രവർത്തകർ തമ്മിലുണ്ടായ സംഘർഷത്തിൽ 6 കോൺഗ്രസ് പ്രവർത്തകർ കുത്തേറ്റു മരിച്ചു.
വിമോചന സമരം ..
“തെക്കുതെക്കൊരു ദേശത്ത്
അലമാലകളുടെ തീരത്ത്
ഭർത്താവില്ലാ നേരത്ത്
ഫ്ലോറിയെന്നൊരു ഗർഭിണിയെ
വെടിവെച്ചുകൊന്ന സർക്കാരേ
പകരം ഞങ്ങൾ ചോദിക്കും”
വിമോചനസമരത്തിൽ ഏറെ ശ്രദ്ധിക്കപ്പെട്ട ഒരു മുദ്രാവാക്യം….
സംസ്ഥാനത്ത് സർക്കാരിനെതിരായി വമ്പിച്ച റാലികൾ സംഘടിപ്പിക്കപ്പെട്ടു. സർക്കാർ സമരത്തെ സായുധമായി നേരിടാൻ തീരുമാനിച്ചതോടെ കാര്യങ്ങൾ കൂടുതൽ വഷളായി, ക്രമസമാധാന നില തകരാ റിലാക്കി. അങ്കമാലി, പുല്ലുവിള, വെട്ടുകാട്, ചെറിയതുറ എന്നിവിടങ്ങളിൽ സമര ക്കാർക്കെതിരായി പോലീസ് വെടിവെയ്പ്പ് നടന്നു. ഇതിൽ 15 പേർ കൊല്ലപ്പെട്ടു.
മത്തായി മാഞ്ഞൂരാൻ, ആർ. ശങ്കർ, ഫാ. ജോസഫ് വടക്കൻ, സി.എച്ച്. മുഹമ്മദ് കോയ, ബാഫക്കി തങ്ങൾ,ബി. വെല്ലിംഗ്ടൺ തുടങ്ങിയവരുടെ സജീവ സാന്നിദ്ധ്യം സമര ത്തെ സഹായിച്ചു. ഈ സമരത്തിനിടയി ലുണ്ടായ വെടിവെപ്പിൽ ഗർഭിണിയായിരുന്ന ഫ്ലോറിയെന്ന മുക്കുവ യുവതിയും ( ചെറിയ തുറ തിരുവനന്തപുരം) കൊല്ലപ്പെട്ടിരുന്നു.
പ്രക്ഷോഭങ്ങളുമായി ബന്ധപ്പെട്ട് 42,745 സ്ത്രീകൾ അടക്കം 1,77,850 പേരാണ് അറസ്റ്റുചെയ്യപ്പെട്ടത്. അന്ന് കേരളത്തിലു ണ്ടായിരുന്ന 895 പഞ്ചായത്തുകളിൽ 700 ഉം, 29 നഗരസഭകളിൽ 26 ഉം, 30ഓളം വരുന്ന ബാർ അസ്സോസിയേഷനുകളും കേരള സർക്കാരിനെ പുറത്താക്കണമെന്ന് ഗവർണറോട് ആവശ്യപ്പെട്ടു.
