കൊച്ചി (ജൂൺ 13,2023): വൈപ്പിൻ ബസുകളുടെ നഗരപ്രവേശനത്തിന് എന്ന പേരിൽ ഗതാഗത വകുപ്പ് പുറത്തിറക്കിയ കരട് വിജ്ഞാപനം വൈപ്പിൻ റൂട്ടിനെ ദേശസാത്കരിക്കാനുള്ളതാണെന്ന് സെൻ്റർ ഫോർ പബ്ലിക് പോളിസി റിസർച്ച് (സിപിപിആർ) അറിയിച്ചു. 2023 മെയ് 17നാണ് സർക്കാർ കരട് വിജ്ഞാപനം പുറത്തിറക്കിയത്. കരട് വിജ്ഞാപനത്തിൽ എവിടെയും സ്വകാര്യ ബസുകളുടെ നഗരപ്രവേശനം സംബന്ധിച്ച് ഒരു പരാമർശവുമില്ല, മറിച്ച് വൈപ്പിൻ പാത ദേശസാത്കരിക്കാനുള്ള വിജ്ഞാപനമാണ് ഇപ്പോൾ സർക്കാർ പുറത്തിറക്കിയിരിക്കുന്നത്. അങ്ങനെ വന്നാൽ സ്വകാര്യ ബസുകൾക്ക് ആ റൂട്ടിൽ വിജ്ഞാപനത്തിനു വിരുദ്ധമായി സർവീസ് നടത്താൻ കഴിയാതെ വരും. നിലവിൽ പെർമിറ്റുള്ള ബസുകൾക്ക് കാലാവധി കഴിയും വരെ സർവീസ് നടത്താം. പുതിയ പെർമിറ്റുകൾക്ക് തടസ്സം നേരിടും.
കേരള മോട്ടോർ വെഹിക്കിൾ റൂൾസിലെ റൂൾ 236നൊപ്പം മോട്ടോർ വെഹിക്കിൾസ് ആക്ടിലെ സെക്ഷൻ 99ന് കീഴിലാണ് കരട് വിജ്ഞാപനം പ്രസിദ്ധീകരിച്ചിരിക്കുന്നത്. ഇത് പ്രകാരം, വൈപ്പിൻകരയ്ക്ക് മാത്രമായി ഒരു റോഡ് ഗതാഗത പദ്ധതി സർക്കാരിന് നിർദ്ദേശിക്കാം. മറ്റ് ഓപ്പറേറ്റർമാരെ പൂർണ്ണമായോ ഭാഗികമായോ ഒഴിവാക്കിക്കൊണ്ട് ഒരു പ്രത്യേക പ്രദേശത്ത് സംസ്ഥാന ഗതാഗത സ്ഥാപനങ്ങൾക്ക് (ഇവിടെ KSRTC)മാത്രമായി പ്രവർത്തിക്കാൻ അനുവദിക്കുന്നതാണ് ഈ നിയമം. അങ്ങനെ വരുമ്പോൾ കാലക്രമേണ സംസ്ഥാന ഗതാഗത സ്ഥാപനമായ കെ.എസ്.ആർ.ടിസിക്ക് മാത്രമാകും വൈപ്പിൻ പാതയിൽ സർവീസ് നടത്താൻ സാധിക്കുക.
പൊതുതാൽപര്യം ഉണ്ടെങ്കിൽ മാത്രമേ ഇത്തരമൊരു വിജ്ഞാപനം സർക്കാരിന് പുറത്തിറക്കാൻ കഴിയു. എന്നാൽ ഇവിടെ പൊതുതാൽപര്യം എന്നത് സ്വകാര്യ ബസുകളുടെ നഗരപ്രവേശനമാണെന്നിരിക്കെ, ‘കാര്യക്ഷമവും പര്യാപ്തവുമായ ഗതാഗത സംവിധാനം’ ഉറപ്പാക്കാനുള്ളത് എന്ന് മാത്രമാണ് കരട് വിജ്ഞാപനത്തിൽ പറയുന്നത്. സ്വകാര്യ ബസുകളുടെ നഗരപ്രവേശനമാണ് ജനങ്ങളുടെ ആവശ്യം. ഈ ആവശ്യം വിജ്ഞാപനത്തിൽ എവിടെയും പരാമർശിക്കുന്നില്ല. പകരം വൈപ്പിൻ, ചെറായി മേഖല അടക്കമുള്ള രണ്ട് റൂട്ടുകൾ ദേശസാത്കരിക്കുമെന്ന് വിജ്ഞാപനത്തിൽ വ്യക്തമാണ്.

റൂട്ട് 1: പറവൂർ കെ.എസ്.ആർ.ടി.സി സ്റ്റാൻ്റ് മുതൽ ചെറായി, ബോൾഗാട്ടി, ഹൈക്കോർട്ട് ജംഗ്ഷൻ, എറണാകുളം ജെട്ടി, കടവന്ത്ര വഴി വൈറ്റില ഹബ് വരെയുള്ള 36 കിലോമീറ്റർ.
റൂട്ട് 2: പറവൂർ കെ.എസ്.ആർ.ടി.സി സ്റ്റാൻ്റ് മുതൽ കൂനമ്മാവ്, ചേരാനെല്ലൂർ, കണ്ടെയ്നർ റോഡ്, ഹൈക്കോർട്ട് ജംഗ്ഷൻ, കലൂർ, പാലാരിവട്ടം വഴി കാക്കനാട് വരെയുള്ള 34 കിലോമീറ്റർ.
