നിയമസഭാ മണ്ഡലത്തിലെ എല്ലാ വികസന പ്രവർത്തനവും നടത്തുന്നത് കിഫ്ബിയുടെ ഫണ്ട് ഉപയോഗിച്ചാണ് എന്ന് പ്രമുഖ ചാനൽ റിപ്പോർട്ടർമാരെ കൊണ്ട് വാർത്തകൾ നൽകുന്നത് പ്രമുഖ ചാനലുകളിൽ വാർത്ത കൊടുക്കുന്നത്, സ്പോൺസർ പ്രോഗ്രാം ആണെന്നോ പരസ്യം ആണെന്നോ പറയാത്ത ന്യൂസ് എന്ന വ്യജേനെ കിഫ്ബി യുടെ ഫണ്ടിൽ നിന്നും നികുതിദായകരുടെ കോടി കണക്കിന് രൂപ കിഫ്ബിയുടെ ഫണ്ടിൽ നിന്നും എടുത്തു ഈ സാമ്പത്തിക പ്രതിസന്ധികൾക്കു ഇടയിൽ പരസ്യത്തിന് നൽകുന്നത് കിഫ്ബിയുടെ പ്രശസ്തിക്കു വേണ്ടി ആണ്.
കഴിഞ്ഞ UDF സർക്കാരിന്റെ കാലത്തു ഉമ്മൻ ചാണ്ടി മുഖ്യമന്ത്രി ആയിരുന്നപ്പോൾ ഉമ്മൻ ചാണ്ടിയുടെ സ്വന്തം ആളായി അഭിനയിച്ചു അന്നത്തെ ധനകാര്യ മന്ത്രി ആയിരുന്ന കെ.എം. മാണിക്ക് ബാർ കോഴ ഉൾപ്പെടെയുള്ള എല്ലാ അഴിമതിയും നടത്താൻ ഒത്താശ ചെയ്തു കൊടുത്ത അന്നത്തെ ധനകാര്യ സെക്രട്ടറി ആയിരുന്ന കെ.എം. എബ്രഹാം ആണ് കിഫ്ബിയുടെ ഇപ്പോളത്തെ C.E.O.
പിണറായി സർക്കാർ അധികാരത്തിൽ വന്നതിനു ശേഷം ധനകാര്യ വകുപ്പിന്റെ അധികാരം എല്ലാം കയ്യാളി ധനകാര്യ വകുപ്പിനെ നോക്കുകുത്തി ആക്കി, പള്ളിക്കകത്തു കുരിശു പള്ളി പണിയുന്നത് പോലെ ആണ് കെ.എം. എബ്രഹാം C.E.O. ആയിട്ടുള്ള കിഫ്ബിയുടെ പ്രവർത്തനം നടന്നു കൊണ്ടിരിക്കുന്നത്.
മുഖ്യമന്ത്രി പിണറായി വിജയന്റെ പ്രിൻസിപ്പൽ സെക്രട്ടറി ശിവശങ്കരനെ എല്ലാ അധികാരങ്ങളും നൽകി, ചോദ്യം ചെയ്യപ്പെടാത്ത ഉദ്യോഗസ്ഥനായി മാറ്റിയ പോലെ ആണ്, കിഫ്ബിയുടെ C.E.O. ആയിട്ടു കെ.എം. എബ്രഹാം ത്തിനു എന്ത് തോന്നിവാസവും നടത്താൻ അമിത അധികാരം കൊടുത്തു കയറൂരി വിട്ടിരിക്കുകയാണ് സംസ്ഥാന സർക്കാർ.
മുഖ്യമന്ത്രിയുടെ ഓഫീസ് നിയന്ത്രിച്ചു കൊണ്ടിരുന്നത് ഒരേ തൂവൽ പക്ഷികളായ ശിവശങ്കരനും, കെ.എം. എബ്രഹാമും ആയിരുന്നു .
ശിവശങ്കരന്റെ പതനം ഇപ്പോൾ കണ്ടുകൊണ്ടിരിക്കുകയാണ്. എബ്രഹാമിന്റെ അഴിമതി കിഫ്ബിയുടെ ഫണ്ടിൽ നിന്നും ചാനലുകൾക്കു പത്രങ്ങൾക്കും കോടാനു കോടി രൂപയുടെ പരസ്യം കൊടുക്കുന്നത് കൊണ്ട് കിഫ്ബി യുടെ തട്ടിപ്പിനെ കുറിച്ച് ഇന്നലത്തെ ചാനൽ ചർച്ചകളിലും ഇന്നത്തെ പത്രത്തിലും വാർത്ത വന്നപ്പോൾ കിഫ്ബി യുടെ C.E.O. ആയ കെ.എം എബ്രഹാമിന്റെ പേര് പോലും പറയാൻ ഒരാളുടെ നാവു പോലും ഉരിയാടിയില്ല.
സംസ്ഥാന ബഡ്ജറ്റിൽ ഉൾപ്പെടുത്തിയ ഫണ്ട് ഉപയോഗിച്ച് ധനകാര്യ വകുപ്പ് ഫണ്ട് അലോട്ട് ചെയ്യുന്നതു പകരം, ധനകാര്യ വകുപ്പിനെ നോക്കുകുത്തി ആക്കി കൊണ്ട് കിഫ്ബി ഫണ്ട് ഉപയോഗിച്ച് സമാന്തര സർക്കാർ ആയി പ്രവർത്തിച്ചു, അതിലൂടെ കോടി കണക്കിന് രൂപയുടെ അഴിമതി നടത്താനാണെന്നു ആക്ഷേപം ഉയർന്നിട്ടുണ്ട് ഇപ്പോൾ.
സിഎജി ക്കു ഓഡിറ്റ് ചെയ്യുവാൻ എല്ലാ സർക്കാർ സ്ഥാപനങ്ങളിലും ഭരണഘടനാ പരമായ അധികാരം ഉണ്ടെന്നു ഇരിക്കെ, കിഫ്‌ബിയിൽ ഓഡിറ്റ് ചെയ്യുവാൻ സിഎ ജി ക്കു അധികാരം ഇല്ലാ എന്ന്, കൺട്രോളർ ആൻഡ് ഓഡിറ്റർ ജനറൽ ചമഞ്ഞു കെ.എം. എബ്രഹാം സ്വയം പ്രഖ്യാപനം നടത്തി, അത് കേന്ദ്ര സർക്കാരും സിഎജി യും തള്ളി കളഞ്ഞുകൊണ്ട് കിഫ്ബിയുടെ വായിപ്പകൾ ഭരണഘടന വിരുദ്ധം ആണെന്ന് സിഎജി ഓഡിറ്റിംഗ് നടത്തി കണ്ടെത്തിയ കരട് റിപ്പോർട്ട് ധനകാര്യ മന്ത്രി ഐസക് തന്നെ വെളിപ്പെടുത്തിയത് ” കള്ളനെ നാട്ടുകാരിട്ടു ഓടിച്ചപ്പോൾ കള്ളൻ മുൻപിൽ ഓടിയിട്ടു കള്ളൻ വരുന്നേ ” എന്ന് കള്ളൻ തന്നെ വിളിച്ചു പറഞ്ഞാൽ, കള്ളനല്ലാതെ ആവില്ല എന്ന് പറഞ്ഞ പോലെ ആണ് ഇപ്പോൾ ഐസക്കിന്റെ അവസ്ഥ.
ഇന്ത്യ ഗവണ്മെന്റ് അനുമതി ഇല്ലാതെ സംസ്ഥാന ഗവണ്മെന്റ്കൾ വിദേശ സഹായം നേരിട്ട് വാങ്ങിക്കാൻ പാടില്ല എന്നിരിക്കെ, കേന്ദ്ര ഗവണ്മെന്റ് നിയമം ലംഘിച്ചു കൊണ്ട്, കേന്ദ്ര സർക്കാരിന്റെ അനുമതി ഇല്ലാതെ കിഫ്ബി കോടാനു കോടി രൂപയുടെ വിദേശ രാജ്യങ്ങളിൽ നിന്നുള്ള കോർപ്പറേറ്റ്കളിൽ നിന്നും മറ്റും കൊള്ള പലിശക്ക് കിഫ്ബി വായ്പ്പ എടുത്തതിലൂടെ കിഫ്ബി യുടെ C.E.O. കെ.എം. എബ്രഹാമിന് കോടികളുടെ കമ്മീഷൻ കിട്ടിയെന്നു ED കഴിഞ്ഞ ഓഗസ്റ്റിൽ പരാമർശം നടത്തിയിരുന്നു.
