കൊച്ചി: കേന്ദ്ര സര്‍ക്കാരിന്റെ ജല്‍ജീവന്‍ പദ്ധതിക്ക് കീഴില്‍ കേരള വാട്ടര്‍ അതോറിറ്റി നടപ്പാക്കുന്ന പ്രധാന കുടിവെള്ള വിതരണ പദ്ധതിക്ക് പിവിസി പൈപ്പുകള്‍ക്ക് പകരം എച്ച്ഡിപിഇ പൈപ്പുകള്‍ ഉപയോഗിക്കാനുള്ള നീക്കം ഉപേക്ഷിക്കണമെന്ന് ഓള്‍ കേരള സ്‌മോള്‍ സ്‌കേല്‍ പിവിസി പൈപ്പ് മാനുഫാക്ച്ചറേഴ്‌സ് അസോസിയേഷന്‍ (എകെഎസ്എസ്പിപിഎംഎ) ആവശ്യപ്പെട്ടു. നിര്‍മാണ പ്രവര്‍ത്തനങ്ങള്‍ക്ക് ആവശ്യമായ വസ്തുക്കള്‍ വാങ്ങുമ്പോള്‍ സംസ്ഥാനത്ത് പ്രവര്‍ത്തിക്കുന്ന എംഎസ്എംഇ യൂണിറ്റുകള്‍ക്ക് മുന്‍ഗണന നല്‍കണമെന്നാണ് സംസ്ഥാന സര്‍ക്കാരിന്റെ സ്റ്റോര്‍ പര്‍ച്ചേസ് മാന്വലിലും പര്‍ച്ചേസ് പ്രിഫറന്‍സ് പോളിസിയിലും പറയുന്നത്. ഇതിന് വിരുദ്ധമായാണ് വാട്ടര്‍ അതോറിറ്റി സംസ്ഥാനത്തിന് പുറത്തുള്ള എച്ച്ഡിപിഇ പൈപ്പ് നിര്‍മാതാക്കള്‍ക്ക് ഗുണകരമായ നിലപാട് സ്വീകരിച്ചിരിക്കുന്നത്. കോവിഡ് 19 വ്യാപനം മൂലം തകര്‍ന്ന് കിടക്കുന്ന പിവിസി പൈപ്പ് നിര്‍മാണ മേഖലയെ വാട്ടര്‍ അതോറിറ്റിയുടെ ഈ നീക്കം കൂടുതല്‍ തകര്‍ച്ചയിലേക്ക് നയിക്കുമെന്ന് അസോസിയേഷന്‍ ഭാരവാഹികള്‍ വാര്‍ത്താസമ്മേളനത്തില്‍ പറഞ്ഞു.

എച്ച്ഡിപിഇ പൈപ്പുകളെ അപേക്ഷിച്ച് പിവിസി പൈപ്പുകള്‍ക്ക് ഭാരവും ഏറെ കുറവാണ്. അതുകൊണ്ട് തന്നെ വളരെ അനായാസമായി കൈകാര്യം ചെയ്യാനുമാകും. രണ്ട് പിവിസി പൈപ്പുകള്‍ സോള്‍വെന്റ് സിമെന്റ് ഉപയോഗിച്ച് ബന്ധപ്പിക്കാനും എളുപ്പമാണ്. കൂടാതെ അറ്റകുറ്റപ്പണികള്‍ നടത്താനും എളുപ്പമാണ്. അതേസമയം എച്ച്ഡിപിഇ പൈപ്പുകള്‍ ബന്ധിപ്പിക്കാന്‍ വെല്‍ഡ് ചെയ്യേണ്ടതായി വരുന്നു. ഇതില്‍ വെള്ളം ലീക്കാകാനും സാധ്യത ഏറെയാണ്. ഇതിനൊക്കെ പുറമേ എച്ച്ഡിപിഇ പൈപ്പുകള്‍ക്ക് എളുപ്പത്തില്‍ തീപിടിക്കാനും സാധ്യതയുണ്ട്. അതേസമയം പിവിസി പൈപ്പുകള്‍ തീപിടിക്കുകയുമില്ല.
നിലവില്‍ പിവിസി പൈപ്പുകളുടെ വില്‍പനയിലൂടെ സംസ്ഥാന സര്‍ക്കാരിന് ജിഎസ്ടി ഇനത്തില്‍ പ്രതിവര്‍ഷം 450 കോടി രൂപ ലഭിക്കുന്നുണ്ട്. വാട്ടര്‍ അതോറിറ്റിയുടെ പദ്ധതിക്ക് ആവശ്യമായ പിവിസി പൈപ്പുകള്‍ ലഭ്യമാക്കാന്‍ സംസ്ഥാനത്തെ പിവിസി പൈപ്പ് നിര്‍മാതാക്കള്‍ക്ക് സാധിക്കും. എന്നാല്‍ കേരളത്തില്‍ എച്ച്ഡിപിഇ പൈപ്പ് നിര്‍മാണക്കമ്പനികള്‍ കുറവായതിനാല്‍ വാട്ടര്‍ അതോറിറ്റിയുടെ പദ്ധതിക്ക് ആവശ്യമായ പൈപ്പുകള്‍ സംസ്ഥാനത്തിന് പുറത്ത് നിന്നും കൊണ്ടുവരേണ്ടതായി വരും. അതു കാരണം സംസ്ഥാന സര്‍ക്കാരിന് ലഭിക്കേണ്ട ജിഎസ്ടി നഷ്ടമാകുകയും ചെയ്യും. ഈ കാരണങ്ങള്‍ കണക്കിലെടുത്ത് വാട്ടര്‍ അതോറിറ്റിയുടെ പദ്ധതിക്കായി പിവിസി പൈപ്പുകള്‍ തന്നെ ഉപയോഗിക്കണമെന്നും ഇവ നിര്‍മാതാക്കളില്‍ നിന്ന് നേരിട്ട് വാങ്ങണമെന്നുമാണ് ഓള്‍ കേരള സ്‌മോള്‍ സ്‌കേല്‍ പിവിസി പൈപ്പ് മാനുഫാക്ച്ചറേഴ്‌സ് അസോസിയേഷന്റെ ആവശ്യം. ഇക്കാര്യത്തില്‍ സര്‍ക്കാര്‍ അനുകൂലമായ തീരുമാനമെടുത്തില്ലെങ്കില്‍ പിവിസി പൈപ്പ് നിര്‍മാണ മേഖലയില്‍ 450 കോടിയോളം രൂപയുടെ ഭീമമായ നഷ്ടമുണ്ടാകുകയും 15,000-ത്തോളം പേര്‍ക്ക് ജോലി നഷ്ടപ്പെടുകയും ചെയ്യുമെന്നും അസോസിയേഷന്‍ ഭാരവാഹികള്‍ ചൂണ്ടിക്കാട്ടി. ഇത് 150-ഓളം നിര്‍മാണ യൂണിറ്റുകള്‍ അടച്ചുപൂട്ടേണ്ട സാഹചര്യമുണ്ടാക്കുമെന്നും അവര്‍ വ്യക്തമാക്കി. എകെഎസ്എസ്പിപിഎംഎ സംസ്ഥാന പ്രസിഡന്റ് അബ്ദുള്‍ ജബ്ബാര്‍ എം.എം, ജനറല്‍ സെക്രട്ടറി ഇഫ്‌സാന്‍ ഹസീബ്, ട്രഷറര്‍ ജേക്കബ് ജോസ്, ജോയിന്റ് സെക്രട്ടറി കെ. മുരളിമോഹനന്‍, മുന്‍ പ്രസിഡന്റ് എന്‍. സുരേഷ് എന്നിവര്‍ വാര്‍ത്താസമ്മേളനത്തില്‍ പങ്കെടുത്തു.
