2020 മാര്‍ച്ച് മാസത്തില്‍ സെറം ഇന്‍സ്റ്റിറ്റ്യൂട്ട് ഓഫ് ഇന്ത്യയുടെ സിഇഓ ആയ അദാര്‍ പൂനവല്ല, ‘നാം പുറത്തിറക്കാന്‍ പോകുന്ന കോവിഡ് പ്രതിരോധ വാക്സിന്‍ ഇന്ത്യയില്‍ ഇത്തരത്തില്‍ നിര്‍മ്മിക്കപ്പെടുന്ന മരുന്നുകളില്‍ ആദ്യത്തേതായിരിക്കുമെന്ന്’ പറഞ്ഞപ്പോള്‍ (ദ് വീക്ക്, 2020 മാര്‍ച്ച് ) പലരും സംശയത്തോടെ നെറ്റി ചുളിക്കുകയായിരുന്നു. ഇന്ത്യയിലെ ഗവേഷണരംഗം ഇത്രയേറെ വളര്‍ച്ച നേടിയിട്ടുണ്ടോ എന്ന സംശയമായിരുന്നു ഇതിന് കാരണം. ആ 39 വയസ്സുകാരന്റെ വാക്കിന്റെ വിലയും നിശ്ചയദാര്‍ഢ്യവും ലോകം കൂടുതലായി മനസ്സിലാക്കുകയായിരുന്നു.
ഫോര്‍ബ്സ് മാസിക പ്രസിദ്ധീകരിക്കുന്ന ലോകത്തെ അതിസമ്പന്നരുടെ പട്ടികയില്‍ 169-ാം സ്ഥാനത്ത് നില്‍ക്കുന്ന സൈറസ് പൂനവല്ലയുടെ മകന്‍ അദാര്‍ പൂനവല്ല, ലണ്ടന്‍ വെസ്റ്റ് മിന്‍സ്റ്റര്‍ യൂണിവേഴസിറ്റി പഠനം കഴിഞ്ഞ് 2001 ലാണ് തന്റെ പിതാവിന്റെ തന്നെ സ്ഥാപനമായ സെറം ഇന്‍സ്റ്റിറ്റ്യൂട്ടില്‍ ചേരുന്നത്. 2011 ല്‍ അദ്ദേഹം കമ്പനിയുടെ സിഇഓ (ചീഫ് എക്സിക്യൂട്ടിവ് ഓഫീസര്‍) ആയി.
2020 ജൂലൈയിലെ പ്രസ്താവനയില്‍ അദ്ദേഹം എത്രമാത്രം ദീര്‍ഘവീക്ഷണമുള്ള ഒരാളാണെന്നത് തെളിയിക്കുകയായിരുന്നു. പൂനവല്ല പറഞ്ഞു, ‘ഞങ്ങളുടെ ഗവേഷണസ്ഥാപനം പുറത്തിറക്കുന്ന വാക്സിനില്‍ പകുതി ഭാരതത്തിലും ശേഷം ഭാരതത്തിന് പുറത്തുമായിരിക്കും നല്‍കുക. സാമ്പത്തികമായി ഉയര്‍ന്ന രാഷ്ട്രങ്ങളേക്കാള്‍ ഇടത്തരവും അതിദരിദ്രരും ആയ രാജ്യങ്ങളിലേക്കായിരിക്കും ഈ കയറ്റുമതി ലക്ഷ്യം വയ്ക്കുന്നത്. ഭാരതത്തിന് പുറത്ത്, പ്രത്യേകിച്ചും ആഫ്രിക്കന്‍ രാജ്യങ്ങളില്‍ ഇവ എത്തിക്കുന്നതിന്റെ ഉദ്ദേശ്യം, കോവിഡ് 19 എന്നത് ഒരു ദേശത്തിന്റെ മാത്രം പ്രശ്നമല്ല, മറിച്ച് ഒരു ആഗോള പ്രതിസന്ധിയാണ്. അതിനാല്‍ ഏറ്റവും ദുര്‍ബലരും പ്രായമുള്ളവരും പ്രതിരോധശേഷി കുറഞ്ഞവരും ആയ മനുഷ്യരില്‍ ഒരേ സമയം ആഗോളതലത്തില്‍ത്തന്നെ പ്രതിരോധം എത്തിച്ചേരുക എന്ന ലക്ഷ്യമായിരിക്കും ഇതിലൂടെ നാം നേടുക’ (ഇന്ത്യ ടുഡേ, 22 ജൂലൈ 2020).
അതിര്‍ത്തികളില്ലാതെ മനുഷ്യനെ കാണാന്‍ സാധിക്കുന്ന ഒരു മനുഷ്യന്റെ മാത്രം പ്രസ്താവനയായിരുന്നു അത്. ‘ലോകത്തെ പ്രധാന ബരഹു രാഷ്ട്രമരുന്നു കമ്പനികളൊന്നും മൂന്നാം ലോകത്തെ ഉഷ്ണമേഖലാ രാജ്യങ്ങളില്‍ പടര്‍ന്നു പിടിക്കുന്ന പകര്‍ച്ചവ്യാധിക്ക് വാക്സീന്‍ കണ്ടു പിടിക്കാന്‍ ശ്രമിക്കാറില്ല. കോവിഡിനെയും തുടക്കത്തില്‍ അവര്‍ ഗൗരവത്തില്‍ എടുത്തിരുന്നില്ല. ഇത്തരം പനികളെപ്പറ്റി ഗവേഷണം നടത്താന്‍ അവര്‍ക്ക് താല്‍പര്യവുമില്ല. കാരണം, അത് വലിയ ലാഭമില്ലാത്ത മേഖലയാണെന്നതു തന്നെ. ശൈത്യരാജ്യങ്ങള്‍ക്കു വേണ്ടി ഇന്‍ഫ്ളുവെന്‍സാ വാക്സീനുകള്‍ ഉത്പാദിപ്പിക്കുമെങ്കിലും പാവങ്ങള്‍ക്കു വേണ്ടി ലോകാരോഗ്യ സംഘടനയും മറ്റും തയ്യാറാക്കുന്ന സൗജന്യ രോഗപ്രതിരോധ വാക്സിന്‍ പദ്ധതികളില്‍ നിന്ന് ഇത്തരം ബഹരാഷ്ട്രകമ്പനികള്‍ വിട്ടുനില്‍ക്കും’ (മലയാളമനോരമ, , 02 ജനുവരി 2021).
വിതരണം ചെയ്യാന്‍ പോകുന്ന മരുന്നിന്റെ വിലയും അദ്ദേഹം പങ്കു വച്ചു. ‘ആഗോള മാര്‍ക്കറ്റില്‍ പത്തും പതിനായിരവും കണക്കിന് രൂപയ്ക്ക് വില്‍ക്കപ്പെടുന്ന കോവിഡ് 19 പ്രതിരോധ മരുന്നുകളുണ്ട്. ഞങ്ങളുടെ പദ്ധതി 1000 രൂപയോ അതില്‍ താഴെയോ നിരക്കില്‍ മരുന്ന് നല്‍കാനാണ്. ഇതിന്റെ വില ജനങ്ങള്‍ നല്‍കേണ്ടതായി വരില്ല, കാരണം സര്‍ക്കാരുകള്‍ ഈ മരുന്നുകള്‍ വാങ്ങി സൗജന്യമായിത്തന്നെ ഈ മരുന്നുകള്‍ ജനങ്ങളിലെത്തിക്കും. അദ്ദേഹം തുടര്‍ന്നു, ലോകം പകര്‍ച്ചവ്യാധിയെ നേരിടുമ്പോള്‍ ലാഭം നേടാന്‍ ഞങ്ങള്‍ ആഗ്രഹിക്കുന്നില്ല. ഈ പകര്‍ച്ചവ്യാധി ശമിക്കുന്നതു വരെ വലിയ വില ഈടാക്കുകയില്ലെന്ന് ഞങ്ങള്‍ക്ക് നിര്‍ബന്ധമുണ്ട്’ (ഇന്ത്യ ടുഡേ, 22 ജൂലൈ 2020).
2020 ഡിസംബര്‍ അവസാനത്തോടെയുള്ള പ്രസ്താവന കൂടുതല്‍ വ്യക്തവും ഉറച്ചതുമായിരുന്നു, ’50 ദശലക്ഷം പ്രതിരോധമരുന്നുകള്‍ ഇതുവരെ ഞങ്ങള്‍ ഉത്പാദിപ്പിച്ചു. പ്രതിമാസം 60-70 ദശലക്ഷം മരുന്നുകള്‍ ഉത്പാദിപ്പിക്കാന്‍ സാധിക്കുമെന്ന് പ്രതീക്ഷിക്കുന്നു, ഉത്പാദനത്തിന്റെ വെല്ലുവികള്‍ നേരിട്ടുകൊണ്ടുതന്നെ.ഉദാരമായ രീതിയില്‍ 3-4 ഡോളര്‍ നിരക്കില്‍ ഇന്ത്യാ ഗവണ്‍മെന്റിനും, ഡോളര്‍ 6-8 നിരക്കില്‍ പ്രൈവറ്റ് മാര്‍ക്കറ്റിലും വാക്സിന്‍ എത്തിക്കും’ (മില്ലെനിയം പോസ്റ്റ്, ഡെല്‍ഹി, 28 ഡിസംബര്‍ 2020).
07 ഏപ്രില്‍ 2020 ല്‍ പൂനവല്ല ഈ മേഖലയിലെ തന്റെ ആശങ്ക മുന്നോട്ടു വച്ചു, ‘ഞങ്ങള്‍ക്ക് ഏകദേശം 3000 കോടിയുടെ ആവശ്യമുണ്ട് ഇതിനകം ആയിരക്കണക്കിന് കോടി ചെലവഴിച്ചെന്നതു കണക്കിലെടുക്കുമ്പോള്‍ ഇത് ചെറിയ തുകയല്ല. കമ്പനിയുടെ ഉത്പാദന ശേഷി വര്‍ദ്ധിപ്പിക്കുന്നതിന് നൂതന മാര്‍ഗ്ഗങ്ങള്‍ കണ്ടെത്തേണ്ടതുണ്ട്. അങ്ങനെ മാറിയാല്‍ കോവിഡ് കുതിച്ചു ചാട്ടത്തിലും രാജ്യത്തെ പിന്തുണയ്ക്കാന്‍ കഴിയും. ജൂണ്‍ മുതല്‍ കോവിഷീല്‍ഡിന്റെ ശേഷി പ്രതിമാസം 110 ദശലക്ഷം ഡോസായി ഉയര്‍ത്താമെന്നാണ് കമ്പനി പ്രതീക്ഷിക്കുന്നത്. പ്രതിദിനം 2 ദശലക്ഷം ഡോസ് കമ്പനി ഉത്പാദിപ്പിക്കുന്നുണ്ട്. സെറം ഇന്‍സ്റ്റിറ്റ്യൂട്ടും മറ്റ് വാക്സീന്‍ കമ്പനികളും ലാഭം ത്യജിക്കാന്‍ സര്‍ക്കാരുമായി ധാരണയുണ്ട്. ഇത്രയും സബ്സീഡി നിരക്കില്‍ വാക്സിനുകള്‍ നല്‍കാന്‍ സമ്മതിച്ച വ്യവസായം ഈ ഗ്രഹത്തില്‍ വേറെയില്ല’ (മലയാള മനോരമ, 07 2021).
22 ഏപ്രില്‍ 2021 ന് കോവിഷീല്‍ഡ് വിലനിരക്ക് ഔദ്യോഗികമായി പത്രമാധ്യമങ്ങള്‍ പ്രസിദ്ധീകരിച്ചു. ‘600 രൂപ നിരക്കില്‍ സ്വകാര്യ ആശുപത്രികള്‍ക്കും, 400 രൂപ നിരക്കില്‍ കേന്ദ്രസംസ്ഥാന ഗവണ്‍മെന്റുകള്‍ക്കും, 150 രൂപ നിരക്കില്‍ കേന്ദ്രഗവണ്മെന്റിന് 100 ദശലക്ഷം ഡോസുകള്‍ കേന്ദ്രഗവണ്മെന്റിന് മുന്‍ നിശ്ചയിച്ച പ്രകാരവും എന്നായിരുന്നു അത്. വിതരണക്കാരെന്ന നിലയില്‍ 3000 കോടി ഇതിലേക്ക് കേന്ദ്രഗവണ്‍മെന്റ് നല്‍കി എന്നും അറിയിച്ചു. എന്നാല്‍ ഈ 150 രൂപ നിരക്ക് കമ്പനിയെ സംബന്ധിച്ച് നഷ്ടമാണെന്നും അദ്ദേഹം അന്നു പറഞ്ഞിരുന്നു. മരുന്നിന്റെ 50 ശതമാനം അസ്ട്രാസെനെക്കയ്ക്ക് റോയല്‍റ്റി ഇനത്തില്‍ നല്‍കാനുള്ളതാണ്. ബാക്കി പണം മാത്രമാണ് ഗവേഷണത്തിനും അടിസ്ഥാന സൗകര്യവികസനത്തിനും ഉപയോഗപ്പെടുത്താനാകുകയുള്ളൂ. അമേരിക്കന്‍ കമ്പനികള്‍ 1,500 ന് മുകളിലും ചൈനയുടെയും റഷ്യയുടെയും മരുന്നുകള്‍ 750 നും വില്‍ക്കപ്പെടുമ്പോഴാണ് ഇവിടെ സ്വകാര്യ ആശുപത്രികളില്‍ പോലും 600 രൂപയ്ക്ക് മരുന്ന് എത്തിക്കാമെന്ന് സെറം ഇന്‍സ്റ്റിറ്റ്യൂട്ട് പ്രഖ്യാപിക്കുന്നത്.’ (ബിസിനസ് സ്റ്റാന്‍ഡേഡ്, 22 ഏപ്രില്‍ 2021).
എന്നാല്‍, വാകസിന്‍ കൊള്ള എന്ന തലക്കെട്ടില്‍ മരുന്ന് വിലയെ വിമര്‍ശിച്ച് എഴുതുകയായിരുന്നു മലയാളമാധ്യമങ്ങള്‍ ചെയ്തത്. പ്രതിരോധ വാക്സീന്‍ നിര്‍മ്മാണമെന്ന് പറയുന്നത് അനേകം മനുഷ്യര്‍ വീടും നാടും ഉപേക്ഷിച്ച് പരീക്ഷണശാലയില്‍ കണ്ണില്‍ പെടാത്ത ഒരു രോഗാണുവിനെ രാപകലില്ലാതെ നോക്കിയിരുന്ന്, അതിന്റെ പുറകെ പരീക്ഷണനിരീക്ഷണങ്ങള്‍ നടത്തി അനേകം അലച്ചിലിനൊടുവില്‍ നേടിയെടുക്കുന്ന ഒന്നാണ്. അവരെ പിന്തുണയ്ക്കാന്‍ ഇത്തരം മരുന്നു കമ്പനികള്‍ സാമ്പത്തിക നിക്ഷേപവും നടത്തിയതിന്റെ ഫലമാണ് ഇന്ന് നാം കൈവരിച്ച നേട്ടം.
നാം ഇലക്ഷന്‍ ആഘോഷങ്ങളില്‍ മതി മറക്കുമ്പോള്‍ വാക്സിന്‍ ഉത്പാദനത്തിലെ സംഘര്‍ഷങ്ങളെ നേരിടുകയായിരുന്നു അവര്‍. അസ്ട്രാ സെനക്കയ്ക്ക് നല്‍കേണ്ടതായ റോയല്‍റ്റി, അസ്ട്രാസെനക്കയ്ക്കും മറ്റു രാജ്യങ്ങള്‍ക്കും നല്‍കേണ്ടതായ മരുന്നിന്റെ പങ്ക്, അതോടൊപ്പം ഇന്ത്യയുടെ ആവശ്യങ്ങള്‍ പൂര്‍ത്തിയാക്കാനാകുമോ എന്ന ആശങ്ക, അതിനനുസരിച്ച് മരുന്നുല്‍പാദിപ്പിക്കാനുള്ള ബയോറിയാക്ടറുകള്‍ സ്ഥാപിക്കാനുള്ള സാമ്പത്തിക ഉറവിടങ്ങള്‍ കണ്ടെത്താനാകുന്നില്ലെന്ന സ്ഥിതി. അതിനിടയിലാണ് മരുന്നുല്‍പാദനത്തിനാവശ്യമായ അസംസ്‌കൃത വസ്തുക്കള്‍ കയറ്റിയയ്ക്കില്ലെന്ന അമേരിക്കന്‍ സര്‍ക്കാരിന്റെ നിലപാട്, അതില്‍ അയവുവരുത്താനുള്ള നയതന്ത്രചര്‍ച്ചകള്‍. മാത്രവുമല്ല, കോടിക്കണക്കിന് മരുന്ന് ഡോസുകള്‍ ബയോറിയാക്ടറുകളില്‍ കള്‍ച്ചര്‍ ചെയ്തെടുക്കുമ്പോള്‍ ഓരോ ഡോസിലും വരാന്‍ ഇടയുള്ള വ്യതിയാന സാധ്യതകള്‍. ഓരോ ചെറുകുപ്പിയും വഹിക്കുന്നത് ഓരോ ജീവനെയാണെന്ന തിരിച്ചറിവില്‍ ഓരോ വ്യക്തിയിലും എത്തിച്ചേരുന്നത് വരെയും മരുന്നിന്റെ സുരക്ഷിതത്വത്തെ കുറിച്ചുള്ള ആശങ്കകള്‍. അച്ചടിമഷി കടലാസുതാളില്‍ പതിപ്പിക്കുന്ന ലാഘവത്തോടെ പതിപ്പിച്ചെടുത്തതായിരുന്നില്ല ഇത്.
ഇത്തരം ഒരു മരുന്ന് കമ്പനി ഈ നിര്‍മ്മാണ പ്രക്രിയയും ആന്തരീകസംഘര്‍ഷങ്ങളും വെല്ലുവിളിയായി ഏറ്റെടുത്തില്ലായിരുന്നെങ്കില്‍ ആഗോള മരുന്ന് കമ്പനികള്‍ നമ്മുടെ ജീവന്‍ വച്ച് വിലപേശുമായിരുന്നു. പ്രത്യേകിച്ചും, ഓരോ സെക്കന്റിലും മനുഷ്യജീവന്‍ പൊലിഞ്ഞ് കാറ്റില്‍ മരണം മണക്കുന്ന ഈ കാലത്ത് . കുത്തകമുതലാളി എന്ന ചില ആധുനിക പ്രത്യയശാസ്ത്രഅടിമകളുടെ ദ്വയാര്‍ത്ഥപദങ്ങള്‍ ഇത്തരം മനുഷ്യര്‍ക്കെതിരെ പ്രയോഗിച്ചു വിടുമ്പോള്‍ മലയാള മാധ്യമങ്ങള്‍ മനുഷ്യജീവനെ പരിഹസിക്കുകയാണ് ചെയ്യുന്നത്. ഈ കച്ചവടസമവാക്യമനുസരിച്ച് പത്രകമ്പനിയുടമയും മരുന്നുകമ്പനിയുടമയും സ്ഥാനം ഒരേ തുലാസില്‍ത്തന്നെയാണ് നില്‍ക്കുന്നത്. പത്രത്തിന്റെ വില നിശ്ചയിക്കുന്നത് മാനേജ്‌മെന്റ് തന്നെയാണ്, ഞങ്ങള്‍ നിങ്ങള്‍ക്ക് വേണ്ടി വരിസംഖ്യ ശേഖരിച്ചെന്നോ പരസ്യം പിടിച്ചെന്നോ പറഞ്ഞ് ഒരു പത്രവും സൗജന്യമായിത്തരാന്‍ ജനങ്ങളാരും ആവശ്യപ്പെടുന്നില്ല. പത്രമുതലാളി പറയുന്ന വിലയ്ക്ക് തന്നെയാണ് നാമത് വാങ്ങുന്നത് ഒരു വിലപേശലും തെരുവുകളില്‍ നടക്കുന്നത് കാണുന്നില്ല. അത് പോലെ തന്നെ തങ്ങള്‍ ഉത്പാദിപ്പിച്ച വസ്തുവിന്റെ വിലപറയാനുള്ള അവകാശം മരുന്ന് കമ്പനിക്കുണ്ട്. അവര്‍ അത് പറഞ്ഞു, അടുത്ത നീക്കം ഗവണ്‍മെന്റുകളുടേതാണ്. അവര്‍ തങ്ങളുടെ ഭാഗം പറയട്ടെ. തങ്ങള്‍ക്കെന്താണ് ഇതില്‍ ചെയ്യാനുള്ളതെന്ന് അവര്‍ പറയും അതിന് മുമ്പ് പകര്‍ച്ചവ്യാധിയെ ആഘോഷമാക്കാതിരിക്കുക എന്ന കടമയാണ് മാധ്യമങ്ങള്‍ക്കുള്ളത്. അതാണ് മാന്യതയും.
മാധ്യമങ്ങള്‍ ജനങ്ങളില്‍ ഭയം സൃഷ്ടിക്കാനുള്ള ശ്രമങ്ങളും ഉപേക്ഷിക്കേണ്ടതുണ്ട്. ലോകത്തെ മുഴുവന്‍ മനുഷ്യരും ഒരേ പോലെ ഒരു ദുരന്തമുഖത്താണ്. ഒരു രോഗാണുവിനോടാണ് നാം പടവെട്ടുന്നത്. എല്ലാവരും തോളോട് തോള്‍ ചേര്‍ന്ന് നിന്ന് പോരാടിയെങ്കിലേ നമുക്കിതിനെ അതിജീവിക്കാനാകു. നാം നല്‍കുന്ന പണം നമ്മുടെ രാജ്യത്തെയോ മറ്റൊരു രാജ്യത്തെയോ ദരിദ്രന്റെ ജീവനെ പിടിച്ചുയര്‍ത്താന്‍ നല്‍കുന്ന പങ്കാണ്. ഇതിന് മുന്‍പ് ഒരു സമയം വാക്സിന്‍ രൂപപ്പെടുമോ എന്ന് ചിന്തിക്കാനാകില്ലായിരുന്നു. അത്തരം ആശങ്കകളില്‍ നിന്ന് വാക്സിന്‍ കാണാന്‍ കഴിയുന്ന സമയം വരെ നാം എത്തിച്ചേര്‍ന്നു. അതിന് നാം ആരോടാണ് നന്ദി പറയേണ്ടത്. ഇനി ഈ വാക്സിന്‍ കൈവശം എത്തിച്ചേരാനുള്ള സമയത്തെ വാക്സിന്‍ ക്ഷാമമെന്നൊക്കെ മാധ്യമങ്ങള്‍ വിശേഷിപ്പിക്കുന്നതായി കാണുന്നുണ്ട്. ക്ഷാമമെന്നത് ഒരിക്കല്‍ സുലഭമായിരുന്ന ഒന്ന് പിന്നീട് ദുര്‍ലഭമാകുമ്പോള്‍ നാമനുഭവിക്കുന്ന ബുദ്ധിമുട്ടാണ്. ഒരു കാലത്ത് ചിന്തിക്കാന്‍ പോലുമാകാതിരുന്ന ഒന്ന് നമ്മുടെ കൈവശം എത്തുന്നതിനുള്ള കാത്തിരുപ്പിനെ നാം ക്ഷാമമെന്നാണോ വിശേഷിപ്പിക്കേണ്ടത്? നാടിനൊപ്പവും ജനത്തിനൊപ്പവും മനുഷ്യജീവനൊപ്പവും നില്‍ക്കാന്‍ നമ്മുടെ മാധ്യമസംസ്‌കാരം ഇനിയും വളരേണ്ടിയിരിക്കുന്നു.
