കോവിഡ് രോഗികളെ സ്പെഷ്യല് വോട്ടര്മാര് എന്ന നിര്വചനം നല്കിയാണ് നിയമഭേദഗതി. വോട്ടെടുപ്പിന് 10 ദിവസം മുന്പു മുതല് വോട്ടെടുപ്പിനു തലേദിവസം വൈകിട്ട് മൂന്നു മണി വരെ അപേക്ഷിക്കുന്നവര്ക്കാണ് സ്പെഷ്യല് പോസ്റ്റല് ബാലറ്റിന് അര്ഹത. ഇവരുടെ പ്രത്യേക പട്ടിക തയാറാക്കും. ഈ പട്ടികയില് ഉള്പ്പെടുന്നവര്ക്ക് തപാല് വോട്ടിന് മാത്രമാകും അര്ഹത. സ്പെഷ്യല് തപാല് വോട്ടിന് അര്ഹരാകുന്നവര്ക്ക് ബൂത്തിലെത്തി വോട്ട് ചെയ്യാനാകില്ല. വോട്ടെടുപ്പിന് തലേദിവസം മൂന്നു മണിക്കു ശേഷം അപേക്ഷിക്കുന്നവര്ക്കാണ് ബൂത്തുകളില് നേരിട്ടത്തി വോട്ട് ചെയ്യാനാനുള്ള അനുമതി.
