2018 ലാണ് കേന്ദ്ര കപ്പൽ ഗതാഗത വകുപ്പ് മന്ത്രാലയം ആദ്യമായി കപ്പൽപ്പാതയുടെ ഒരു വിവരം മാധ്യമങ്ങളെ അറിയിച്ചത്. കപ്പലുകൾ ബോട്ടുകളിലും വള്ളങ്ങളിലും ഇടിച്ച് അടിക്കടി ഉണ്ടാരുന്ന കടൽ അപകടങ്ങൾ ഒഴിവാക്കുവാൻ വേണ്ടിയാണ് ഇത്തരത്തിൽ ഒരു കപ്പൽപ്പാതയ്ക്ക് രൂപം നൽകുന്നതെന്നു കേന്ദ്ര സർക്കാർ വ്യക്തമാക്കിയിരുന്നു. ആ കപ്പൽപ്പാത കടന്നു പോകുന്നതാകട്ടെ തീരത്തുനിന്നും 15 നോട്ടിക്കൽ മൈൽ അകലെ 20 നോട്ടിക്കൽ മൈൽ വീതിയിലുമാണെന്ന് വ്യക്തമാക്കുകയും ചെയ്തിരുന്നു. ഗുജറാത്തിൽ തുടങ്ങി, കന്യാകുമാരിയിൽ അവസാനിക്കുന്ന വിധമാണ് കപ്പൽപ്പാത നിശ്ചയിച്ചിരുന്നത്. പടിഞ്ഞാറൻ സംസ്ഥാനങ്ങളിലെ ലക്ഷക്കണക്കായ മീൻ പാടിത്ത സമൂഹത്തെ ഇത് പ്രതികൂലമായി ബാധിക്കുമെന്ന തിരിച്ചറിവിൻ്റെ വെളിച്ചത്തിൽ നാഷണൽ ഫിഷ് വർക്കേഴ്സ് ഫോറം കേന്ദ്ര കപ്പൽ ഗതാഗത മന്ത്രാലയത്തിന് കത്ത് നൽകുകയും ദേശവ്യാപകമായി പ്രക്ഷോഭ സമരത്തിന് ആഹ്വാനം ചെയ്യുകയുമുണ്ടായി. 2018 ഒക്റ്റോബർ 30 ന് ഇൻഡ്യയിലെ 34 കേന്ദ്രങ്ങളിൽ വള്ളങ്ങളും ബോട്ടുകളും കടലിൽ അണിനിരത്തിക്കൊണ്ട് മത്സ്യതൊഴിലാളികൾ സമരം നടത്തി. ഉടൻ തന്നെ കേന്ദ്ര കപ്പൽ ഗതാഗത വകുപ്പ് മന്ത്രി നാഷണൽ ഫിഷ് വർക്കേഴ്സ് ഫോറത്തെ ചർച്ചയ്ക്ക് വിളിക്കുകയുണ്ടായി. മീൻ പാടിത്തമേഖലയിലെ യഥാർത്ഥ വസ്തുതകൾ കണക്കുകൾ സഹിതം മന്ത്രിയെയും ഉദ്യോഗസ്ഥരെയും ബോധ്യപ്പെടുത്താൻ ചർച്ചയിൽ പങ്കെടുത്ത നേതാക്കൾക്ക് കഴിഞ്ഞു. തുടർന്ന് മൂന്ന് തവണ ഡയറക്റ്റർ ജനറലുമായി ചർച്ച ചെയ്യുകയുണ്ടായി. തീരത്ത് നിന്നും 15 നോട്ടിക്കൽ മൈൽ എന്നതിൽ മാറ്റം വരുത്താമെന്നും 20 നോട്ടിക്കൽ മൈൽ വീതിയെന്നത് പതിന്നൊന്ന് നോട്ടിക്കൽ മൈൽ എന്നാക്കി കുറയ്ക്കാമെനന്നും അധികൃതർ വെളിപ്പെടുത്തുകയുണ്ടായി. തൊഴിലാളി നേതാക്കൾ അത് അംഗീകച്ചില്ല. ഏറ്റവും കൂടുതൽ മത്സ്യം ലഭിക്കുന്നത് കോണ്ടിനൻ്റൽ ഷെൽഫിലാണെന്നും (ഭൂകണ്ഡ സോപാനം) 100 മീറ്റർ വരെ ആഴമുള്ള കടലിൽ 85% വും, 200 മീറ്റർ വരെ ആഴമുള്ള കടലിൽ 92 % വും 500 മീറ്റർ വരെ ആഴമുള്ള കടലിൽ 95% വും മത്സ്യം ലഭിക്കുമ്പോൾ ആഴക്കടലിൽ വെറും അഞ്ചു ശതമാനം മത്സ്യം മാത്രമേ ലഭിക്കുകയുള്ളുവെന്നതാണ് വസ്തുത. ഗുജറാത്തുമുതൽ കന്യാകുമാരി വരെ ഏകദേശം ഒരു ലക്ഷം മത്സ്യബന്ധന യാനങ്ങളാണ് മീൻപിടിത്തത്തിൽ ഏർപ്പെടുന്നത്. ഉപജീവനത്തിനായി മത്സ്യബന്ധനം നടത്തുന്ന ലക്ഷക്കണക്കായ തൊഴിലാളികളെ വിസ്മരിച്ചുകൊണ്ട് 200 മീറ്റർ ആഴത്തിനും 500 മീറ്റർ ആഴത്തിനും മദ്ധ്യേയാണ് കപ്പൽപ്പാത ഇപ്പോrൾ അനുവദിച്ചിരിക്കുന്നതു്. കപ്പൽപ്പാതയുടെ വീതി എത്രയാണെന്ന് വ്യക്തമാക്കിയിട്ടില്ല. വിദേശ രാജ്യങ്ങളിൽ മൂന്നു നോട്ടിക്കൽ മൈൽ വീതിയാണു കപ്പൽപ്പാതയ്ക്ക് അനുവദിച്ചിട്ടുള്ളത്. അതുപോലെ തന്നെ വിദേശ രാജ്യങ്ങളിലെ കപ്പൽച്ചാല്ലുകളിൽ തദ്ദേശീയരായ മത്സ്യതൊഴിലാളൾക്ക് മീൻപിടിത്തത്തിന് അനുമതി നൽകുന്നുണ്ട്. എന്നാൽ ഇവിടെ കപ്പൽച്ചാലിൽ തദ്ദേശീയരായ മീൻ പിടിത്തക്കാർക്കു മത്സ്യ ബന്ധനം നിരോധിച്ചിരിക്കുകയാണു. കപ്പലുകൾ തെക്ക് – വടക്ക് ദിശയിൽ സഞ്ചരിക്കുമ്പോൾ, മത്സ്യതൊഴിലാകൾ തങ്ങളുടെ യാനങ്ങളുമായി കിഴക്ക് – പടിഞ്ഞാർ ദിശയിലാണ് മീൻപിടിത്തത്തിനായി പോകുന്നത് . മീനിൻറെ ലഭ്യത അനുസരിച്ച് തീരക്കടലിലും ആഴക്കടലിലും മീൻ പിടിത്തത്തിനായി പോകേണ്ടിവരും. ഇക്കാര്യത്തിൽ വ്യക്തത വരുത്തേണ്ടിയിരിക്കുന്നു. ഇന്ത്യയുടെ പരമാധികാരത്തിലുള്ള 200 നോട്ടിക്കൽ മൈൽ വരെയുള്ള കടലിൽ മീൻ പിടിക്കുവാനുള്ള അവകാശം ഇൻഡ്യയിലെ മീൻപിടിത്തക്കാർക്കുണ്ട്.
ഇൻ്റർനാഷണൽ മാരിടൈം ഓർഗനൈസേഷൻ്റെ അനുമതിയോടു കൂടിയാണ് ഓരോ മേഖലയിലും കപ്പൽച്ചാലുകൾ നിശ്ചയിക്കുന്നത്. 12 നോട്ടിക്കൽ മൈലിനപ്പുറത്തു ഏതു വഴിപോകണമെന്ന് നിശ്ചിയിക്കേണ്ടത് അതത് രാജ്യങ്ങളാണ്. വിദേശ കപ്പലുകൾക്ക് നമ്മുടെ കടലിലൂടെ സഞ്ചരിക്കാമെങ്കിലും നമ്മുടെ കടൽവിഭവങ്ങൾ കവർന്നെടുക്കുവാനോ മീൻ പിടിത്തക്കാരെ തടയുകയോ ഉപദ്രവിക്കുകയോ ചെയ്യാൻ പാടില്ല. ഇത് അന്താരാഷ്ട്ര കടൽ നിയമമാണ്. എല്ലാ കപ്പലുകളിലും കരയിൽ കപ്പല്ലുകളെ നിയന്ത്രിക്കുന്ന ഇടങ്ങളിലും ആട്ടോമാറ്റിക് ഐഡൻ്റിഫിക്കേഷൻ സിസ്റ്റം ഉണ്ടാകും. കപ്പലുകളുടെ സഞ്ചാര പഥം, അവയുടെ വേഗത, ഏതെങ്കിലും അപകടം ഉണ്ടായാൽ ഏത് കപ്പലാണെന്ന വിവരം എന്നിവ ആട്ടോമാറ്റിക് ഐഡൻ്റിഫിക്കേഷൻ ഡിസ്റ്റത്തിൽ രേഖപ്പെടുത്തും. കേരളക്കടലിൽ അപകടമുണ്ടായ വേളകളിൽ ആ വിവരം അധികൃതർ മറച്ച് വെക്കുകയാണുണ്ടായത്.

കപ്പലും ബോട്ടും ഇടിച്ച് ഏറ്റവും കൂടുതൽ കടലപകടങ്ങൾ നടക്കുന്ന മേഖലയാണ് ഇതെന്ന അവകാശവാദം ഉന്നയിച്ചു കൊണ്ടാണ് ഈ മേഖലയിലൂടെ കപ്പൽ സഞ്ചാരം മാത്രം അനുവദിച്ചു കൊണ്ട് ഉത്തരവിറക്കിയിരിക്കുന്നത്. മത്സ്യതൊഴിലാളികളെ സംബന്ധിച്ചിടത്തോളം ഈ വാദഗതി അം ഗീകരിക്കാനാവില്ല.
