സ്വകാര്യ മേഖലയിൽ തൊഴിലെടുക്കുന്ന പ്രവാസികളുമായി ബന്ധപ്പെട്ട തൊഴിൽ നിബന്ധനകൾ പരിഷ്കരിക്കാൻ തീരുമാനിച്ചതായി സൗദി മിനിസ്ട്രി ഓഫ് ഹ്യൂമൻ റിസോഴ്സ്സ് ആൻഡ് സോഷ്യൽ ഡെവലപ്പ്മെന്റ് (HRSD) അറിയിച്ചു. സ്വകാര്യ മേഖലയിലെ തൊഴിലുടമകളും, ജീവനക്കാരും തമ്മിലുള്ള ബന്ധങ്ങൾ കൂടുതൽ മെച്ചപ്പെടുത്തുന്നത് ലക്ഷ്യമിട്ടാണ് HRSD ഈ തൊഴിൽ പരിഷ്കരണ നടപടികൾ നടപ്പിലാക്കുന്നത്. നവംബർ 4, ബുധനാഴ്ച്ചയാണ് HRSD ഇത് സംബന്ധിച്ച അറിയിപ്പ് നൽകിയത്.
സൗദിയിലെ തൊഴിൽ വിപണി കൂടുതൽ ആകർഷകമാക്കുന്നതിനും HRSD ഈ പരിഷ്കരണങ്ങളിലൂടെ ലക്ഷ്യമിടുന്നു. ഈ തീരുമാന പ്രകാരം സ്വകാര്യ മേഖലയിലെ തൊഴിലാളികൾക്ക് ജോലി മാറുന്നതിനുള്ള നിബന്ധനകൾ കൂടുതൽ സുഗമമാകുന്നതാണ്. 2021 മാർച്ച് 14 മുതലാണ് ഈ തീരുമാനം പ്രാബല്യത്തിൽ വരുന്നതെന്ന് മന്ത്രാലയം വ്യക്തമാക്കിയിട്ടുണ്ട്.
ഈ തീരുമാനം പ്രാബല്യത്തിൽ വരുന്നതോടെ, പ്രവാസി ജീവക്കാർക്ക് ഒരു തൊഴിലുടമയുമായുള്ള കരാർ കാലാവധി അവസാനിക്കുന്നതോടെ, നിലവിലെ തൊഴിലുടമയിൽ നിന്നുള്ള പ്രത്യേക സമ്മതം കൂടാതെ തന്നെ, മറ്റൊരു ജോലിയിലേക്ക് മാറാവുന്നതാണ്. ഇതിനായി തൊഴിലുടമകളും, തൊഴിലാളികളും തമ്മിലുള്ള കരാറുകൾ ഡിജിറ്റൽ രൂപത്തിലേക്ക് മാറ്റുന്നതാണ്.
എക്സിറ്റ്, റീ-എൻട്രി വിസകളിലെ പരിഷ്‌കാരങ്ങൾ പ്രകാരം, പ്രവാസി തൊഴിലാളികൾക്ക് അവധി സംബന്ധമായ അപേക്ഷ സമർപ്പിച്ച ശേഷം, തൊഴിലുടമയുടെ അനുവാദം ഇല്ലാതെ തന്നെ സൗദിയിൽ നിന്ന് പുറത്തേക്ക് യാത്ര ചെയ്യാവുന്നതാണ്. ഇതിനു പുറമെ ഈ തീരുമാനം പ്രാബല്യത്തിൽ വരുന്നതോടെ, തൊഴിൽ കാലാവധി പൂർത്തിയാക്കിയ തൊഴിലാളികൾക്ക്, തൊഴിലുടമയുടെ അനുവാദമില്ലാതെ നാട്ടിലേക്ക് മടങ്ങാവുന്നതാണ്. എന്നാൽ തൊഴിൽ കരാറുകൾ ലംഘിച്ച് കൊണ്ടുള്ള പ്രവർത്തനങ്ങൾക്ക് നടപടികൾ നേരിടേണ്ടി വരുമെന്നും മന്ത്രാലയം വ്യക്തമാക്കിയിട്ടുണ്ട്.
പ്രവാസികൾക്കായി നവംബർ 1 മുതൽ 30 വരെയുള്ള കാലയളവിൽ കുവൈറ്റിൽ നിന്ന് 86 പ്രത്യേക വിമാന സർവീസുകൾ ഏർപ്പെടുത്തിയതായി കുവൈറ്റിലെ ഇന്ത്യൻ എംബസി അറിയിച്ചിട്ടുണ്ട്. വന്ദേ ഭാരത് മിഷൻ എട്ടാം ഘട്ടത്തിന്റെ ഭാഗമായാണ് ഈ വിമാനങ്ങൾ സർവീസ് നടത്തുന്നത്. നിലവിലെ പട്ടിക അനുസരിച്ച് നവംബറിൽ 18 വിമാനങ്ങൾ കേരളത്തിലേക്ക് സർവീസ് നടത്തുന്നതാണ്.
